He continues to serve as Minister for Finance, a responsibility he has performed since December 2007. Mr Tharman was appointed Chairman of the International Monetary and Financial Committee, the policy steering committee of the International Monetary Fund, in March 2011. He was also admitted to the Group of Thirty, also known as “The Consultative Group on International Economic and Monetary Affairs”, in June 2008. He spent much of his earlier professional life at the Monetary Authority of Singapore (MAS), Singapore’s central bank and integrated financial regulator, where he was chief executive before entering politics in October 2001. Since then, he has served in economic and education appointments, including five years as Minister for Education. He is currently also the Chairman of the International Academic Advisory Panel that advises the government on strategies for the university sector, and Chairman of the MAS. Mr Tharman did his undergraduate and masters education in Economics at the London School of Economics and Cambridge University. He later obtained a masters in Public Administration at Harvard University, where he received the Lucius N Littauer Fellow award for outstanding performance and leadership potential. He graduated from the University of Malaya in 1979 and subsequently obtained his Fellowship from the Royal College of Surgeons of Glasgow in 1983. He was awarded Fellowship of the Academy of Medicine of Malaysia in 1997. Dr Chang is a Consultant General Surgeon, with special interest in Upper GI and HPB surgery, at the Gleneagles Medical Centre in Kuala Lumpur. He is actively involved in both undergraduate and postgraduate medical education. He was Associate Professor of Surgery at the University of Malaya Medical Centre until 1996. He is currently Adjunct Professor of Surgery in the Faculty of Medicine and Health Sciences of the UCSI University in Kuala Lumpur and Honorary Consultant at the University of Malaya Medical Centre. He is Examiner for the Malaysian Conjoint Masters of Surgery and was examiner to the Royal College of Surgeons CHANG Keng Wee in Ireland from 1999 to 2001. Dr Chang sits in numerous National Committees - the National Patient Safety Council, National Credentialing Committee of the National Specialist Register, National Conjoint Board MASTER for Postgraduate Medical Education and National Accreditation Committee on Medical Standards. He was Academy of Medicine of President of the College of Surgeons of Malaysia from 1999 to 2000 and President of the Asian Surgical Malaysia Association from 2003 to 2005. Professor Donald Li is a specialist in Family Medicine in private practice, and the sole proprietor of Family Medical Practice in Hong Kong. He also dedicates much of his professional time to academia and teaching. Throughout his career, he has been a leading expert and ardent advocate in promoting better primary care and family health in Hong Kong, China and internationally. He is an active member of many Hong Kong governmental and public health bodies. Prof Li has been an invited speaker at numerous local, regional and international scientifi c meetings. Prof Li is the President of the Hong Kong Academy of Medicine. He was President of the WONCA Asia Pacifi c Region from 2007 to 2013, and newly elected Honorary Treasurer and member at large of WONCA Donald LI World Executive Council. Prof Li is the Chairman of the Bauhinia Research Foundation, a leading think tank in Hong Kong and is active in community work being Chairman of the SHENG Kung Hui Welfare Council, an PRESIDENT Honorary Steward of the Hong Kong Jockey Club and member of COSH. Hong Kong Academy of Medicine Professor Sue Bailey is a Consultant Child and Adolescent Forensic psychiatrist and Professor of Mental Health Policy in North West of England. Her research interests include development of needs and risk assessment measures for use with young off enders with mental illness, development of community and secure inpatient services for young off enders both nationally and internationally. As President of the Royal College of Psychiatrists in the UK, Prof Bailey has worked with health and social care professionals, patients and carers to bring Parity of Esteem between mental and physical health, now enshrined in Primary Legislation in England.
