Planning and Highways Meeting Tuesday 6th February 2018 Sutton Coldfield Town Hall 7pm Present Cllrs D Allan (Chairman), L. Allen, Cairns, Griffin, Horrocks & Perks. In Attendance Olive O’Sullivan - Town Clerk & Natalia Gorman - Administrative Officer. There were 4 members of the public and no press present. The Chairman welcomed everyone to the meeting and invited questions or comments from the public. John Heywood, a resident of Vesey ward and a member of ECO Sutton presented Committee with further findings on poor air quality throughout Sutton Coldfield. The Chairman advised ECO Sutton that the Town Council supports their work and that their findings would be reported at the March Planning & Highways Meeting. Philip Owen, a New Hall resident raised a concern regarding the sequence of the Traffic Lights on Wylde Green Road/ Birmingham Road. Mr. Owen raised this issue to Committee in January 2017. His concern was passed to Karl Randall, Senior Service Engineer at Birmingham City Council (BCC) who referred the matter to Amey. The chairman advised that the Town Council would speak to Mr. Randall for an update. 55 Apologies For Absence The Clerk received apologies from Cllrs Long & Puri. Resolved to accept the apologies received. 56 Declarations of Interest None. 57 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 9th January 2018 be signed as a true record of the meeting. 58 Matters Arising None Page | 1 Planning and Highways Minutes | Tues 6th February 2018 59 Junction of East View Road and Wylde Green Road The Town Council had acted on requests from residents for safety measures at this junction and commissioned Birmingham City Council to design and implement a scheme for a safer junction at this location. The Chairman advised Committee that Birmingham City Council Highways Engineers had carried out both an informal and statutory consultation which ended on 12th January 2018. A total of 45 letters and emails were received, 12 fully in support of introducing a 20mph zone with speed cushions, 16 in support of the scheme but with less speed cushions, 7 would prefer a roundabout, 7 would prefer traffic signals and 4 other options. Taking residents views into consideration the professional advice of the Birmingham City Council Highways Engineers is that calming measures would be the most effective option of speed reduction that could be justified and can feasibly introduced within the physical constraints of the junction. However it is suggested that one set of cushions could be replaced with painted 20mph speed roundels. Subject to approval, a contractor would be procured through Birmingham City Councils Highways and Infrastructure Works Framework Contract 2014-2018.
