Reason(s) for refusal:- 1 The proposed development would by reason of its poor design and layout have a detrimental urbanising impact upon the character and setting of Spofforth (a Page 3 visually attractive historic village) and fails to add to the quality of the area in a manner contrary to the provisions of Chapter 12 of the National Planning Policy Framework ( Achieving well-designed places). The officer’s recommendations that the application be ‘deferred and approved subject to conditions’ were moved and seconded. On a vote being taken six Members voted against and three voted for the officer’s recommendations therefore the motion to defer and approve fell. It was subsequently moved and seconded that the application be refused on the grounds of the applications poor design and layout and its detrimental impact on the character and setting of the historic village. (Seven Members voted for and there was one abstention) (D) Page 5 This page is intentionally left blank Agenda Item 5(1) Case No. 20/03868/RG3 Item No.01 Location: Land East of 27-33 Park Row, Knaresborough Proposal: Erection of 2 dwellings following demolition of garage block. Applicant: Harrogate Borough Council SUMMARY The application site comprises a row of garages sited to the north of Knaresborough Town Centre. To the south of the garages is an informal car park and there are dwellings to all other sides. To the rear of the site is an access road and a mature ash tree overhangs part of the site to the south. Planning permission is sought by the Council’s Housing and Property Team for the demolition of the garages and erection of a pair of single storey 1 bedroom dwellings each with a parking space to the side. The dwellings would become part of the Council’s Housing Portfolio. The applicant submitted a pre-application enquiry and amendments were made to the design of the dwellings following advice. The design of the proposed dwellings is considered not to be harmful to local distinctiveness and will not impact on the mature ash tree to the south, complying with Policies HP3 and NE7 of the Local Plan. There would not be any harm to local residential amenity and the proposed parking is considered acceptable, complying with Policy HP4 of the Local Plan. The provision of 2 affordable dwellings is a modest addition to the district’s housing land supply and complies with the growth strategy as set out in Policies GS1, GS2 and GS3 of the Local Plan. RECOMMENDATION: Approve subject to conditions 20/02261/FUL Page 7 1 20/02261/FUL Page 8 2 20/02261/FUL Page 9 3 1.0 PRELIMINARY MATTERS 1.1 Access to the case file on Public Access can be found here:- view file 1.2 This application is to be presented to the Planning Committee because the applicant is Harrogate Borough Council. 2.0 MAIN ISSUES 2.1 The main issues are: • housing land supply • design and impact on residential amenity • trees • highways and parking • other matters 3.0 ASSESSMENT 3.1 Housing land supply 3.2 The NPPF requires all local authorities to ensure a 5-year supply of deliverable land for new homes against their housing requirement. The Council currently has a healthy land supply position at 6.71 years when compared against the housing requirement, with an appropriate buffer. Policy GS1 of the Local Plan advises that a minimum of 13,377 homes, including affordable housing, are required by 2035 which equates to 637 dwellings per year over the plan period. The District’s growth strategy is set out in Policies GS1, GS2 and GS3 with new development focused within the main settlements and their development limits. Policy HP4 seeks to protect residential amenity. 3.3 The site lies within the development limit for Knaresborough and would provide two new 1 bedroom dwellings.
