Chapman Avenue Orange, California 92866 (714) 744-5500 FAX (714) 744-5515 Preface The purpose of these construction standards is to set a minimum standard to be applied to the design and construction of park projects within the City of Orange. These standards are intended to apply to City-generated projects as well as Developer-generated (“Turn- Key”) project. To maintain a standard level of consistency, all Consultants, Developers, and Contractors shall apply these requirements. Standard Construction Practice & Methods have been applied to the creation of these standards. It is difficult to anticipate all situations, which may require the use of these standards, therefore, modifications, on a case-by-case basis, may be necessary. These standards are not intended to replace other applicable standard publications, such as the latest editions of the State of California Department of Transportation (CalTrans) Standard Specifications, the Uniform Building Code or the City of Orange Public Works Standard Plans & Specifications. In the case of conflict between these standards and those described above, the stricter of the two standards shall be applied. In all cases, the protection of public health safety and welfare shall be the overriding factor in the application of required standards. This document is organized into four books: The first book discusses design guidelines, construction document preparation, developer responsibilities for “Turn-Key” projects and inspection requirements. The second book is supplemental and integrates the City of Orange, Public Works Department established document entitled: STANDARD PLANS AND SPECIFICATIONS – January 2007. The third book includes the basic specifications for parks construction, complete with section numbers and technical document formatting. These basic specification sections make up the backbone of the project specification package. Additional information and design project specifications shall be added by the Consultant to ensure that all project parameters are included in the final package. (The City of Orange, Public Works Department construction standards, as found in Book 2 above, shall be referenced as they apply to the type of work to be performed.) Lastly, the fourth book contains the standard details typically used in a park project. These details are those that can and should be standardized. Additional details specific to the design project are to be prepared by the Consultant and included in the contract documents.
