MOSCOW TRANSPORT FACT SHEET MAY 1, 2020 Transport against the virus What does Moscow transport do against coronavirus? The Presidential Decree introduced a non-working period from March 30 to April 30, 2020 and it was then extended until May 11, 2020 in order to reduce the spread of coronavirus, but Moscow transport will continue its operation. The digital permit system: On April 15, 2020 a digital permit system was introduced in Moscow to reduce the spread of the disease. A citizen must get a digital permit to use any mode of private or public transport, and no permit is required for walking. A digital permit can be issued online or by contacting the dedicated hotline. ● NEW! Selective control of digital permits is introduced – more than 250 inspectors check the digital permits and control the violators using the most modern equipment; ● Car-sharing services are temporarily closed to stick to the safety standard; ● More than 2500 cameras will record drivers who violated quarantine; ● All the questions on the prevention of coronavirus in Moscow transport are addressed to the dedicated hotline. On April 22, 2020 the automated permit control system was introduced. It helps to prevent the social distancing rules’ violation and limit the human factor at the control zones. Travelling by public transport is possible only with Troika and Strelka smart cards or social transport cards, operating in Moscow and the Moscow region. The sale of single paper tickets and the bank cards’ usage at turnstiles are temporarily canceled. ● NEW! Now the Troika card may be purchased at the largest bank chains – Sberbank, VTB and Pochta-bank, and at the Magnit local retail chain; ● The Moscow Metro launched a free Troika card delivery service together with the Yandex delivery; ● In case of travelling by a private car, its plate number is to be attached to a digital permit; ● The Moscow Traffic Control Center’ cameras automatically record cars that move around Moscow so as not to create traffic jams at the entrances to Moscow. Fare payment: ● Since April 13, 2020 doctors and employees of all medical institutions, who are struggling with coronavirus, can use city parking lots for free; ● The discounted fare is cancelled for schoolchildren, students, passengers over 65 years of age, people with chronic diseases; ● Passengers are recommended to use contactless payment options for public transport and parking; ● All passengers can extend their tickets’ validity. The Moscow Metro, the Moscow Central Circle and the Moscow Central Diameters: ● NEW! Hand sanitizers are being installed at metro stations; ● NEW! 800 thousand square meters of area are daily cleaned and disinfected; ● NEW! 33 metro stations’ entrances are closed due to dramatic passenger flow decrease, but all metro stations and lines continue their operation according to a regular business-day schedule; ● NEW! The frequency of cleaning and disinfection at the MCD stations has been increased, now all the stations are disinfected every 2 hours; ● NEW! More than 5 million liters of disinfecting agents were used to disinfect the MCD trains and infrastructure only in April 2020; ● All passenger zone and ventilation shafts are disinfected with hot air; ● All metro trains are wet-cleaned and disinfected with UV-lamps before operation; ● All metro tunnels are washed with a special machine using a disinfecting agent; ● Air filters in metro trains with built-in air conditioning are changed 2 times more often; ● Every 1,5-2 hours handrails, turnstiles, entrance door handles and cash zones are disinfected; ● More than 1.6 thousand ticket vending machines are washed every hour; ● The Moscow Central Diameters’ train Ivolga, the Nakhabino and Aeroexpress depots are disinfected by 130 employees in 24/7 mode; ● The MCD trains are disinfected with cold fog, which kills almost 100% of germs. Surface transport: ● More than 8 thousand buses, trolleybuses, electric buses and trams are disinfected after shifts every day and cleaned at terminal stations; ● Bus stations’ premises are regularly disinfected; ● Safety measures for drivers have also been strengthened - in buses, trolleybuses and electric buses, the front area is protected by a signal tape – similar solutions are used in Germany, the Czech Republic and other European countries; ● On-board ticket-selling is canceled; ● All inside surfaces are treated with special disinfectants, including the driver’s cab, handrails, glass and seats. Road traffic situation in Moscow Conclusions March 2 - April 29, 2020 Road traffic and passenger flow fact sheet Wednesday April 29, compared with the beginning of March 2020: 1. The total number of metro trips (passenger flow shift and metro cars capacity are presented in the Appendix 1) decreased by 86% (7.46 million): for paid trips, the decrease was 85%, and for discounted trips - 88%. The largest decrease was observed among schoolchildren/students (99%) and pensioners (100%). It is 10% (0.11 million) more than a week ago. 2. The total number of trips by surface transport decreased by 84% (4.79 million), and it is more 13% (0.11 million) than a week ago. 3. The number of unique public transport passengers (metro and surface transport) decreased by 85% (4.96 million), and it is 9% (0.07 million) more than a week ago. 4. The number of taxi and car-sharing rides decreased by 49% and 100%, respectively, respectively, as car-sharing rides are temporarily canceled. The number of taxi trips is 10% higher than a week ago. 5. The average daily number of vehicles in the city decreased by 38% (1.19 million vehicles), and it is 14% (240 thousand) more than a week ago. 6. The total number of cars entering Moscow decreased by 38%, and the number of cars exiting Moscow – by 32%. 7. The average number of cars moving in the city in the morning rush hour (08:00-10:00) decreased by 38% (208 thousand vehicles/hour), at the day time (10:00-17:00) – by 33% (171 thousand vehicles/hour), at the evening rush hour (17:00-20:00) – by 27% (131 thousand vehicles/hour). 8. The average number of cargo vehicles decreased by 23% (60 thousand vehicles), and it is 11% (20 thousand vehicles) more than a week ago. 9. The number of paid parking sessions decreased by 59% (133.4 thousand), and it is 27% (19,7 thousand) more than a week ago: – Inside the Boulevard Ring there is a 60% decline (5.3 thousand) than in the beginning of March, and it is 31% (0.8 thousand) higher than a week ago; – Between the Boulevard Ring and the Garden Ring there is a 60% decline (19.7 thousand), and it is 29% (3 thousand) higher than a week ago; – Between the Garden Ring and the Third Ring Road there is a 58% decline (61 thousand), and it is 29% (9.9 thousand) higher than a week ago; – Between the Third Ring Road ring and the Moscow Ring Road there is an 60% decline (45.9 thousand), and it is 23% (5.7 thousand) higher than a week ago; – Outside the Moscow Ring Road there is a 70% decline (1.5 thousand), and it is 25% (0.1 thousand) higher than a week ago. The maximum workload in the evening rush hour decreased by 7 points, and the average daily - by 3.5 points. According to TomTom, workload in the morning rush hour decreased from 73% to 16% (by 57 percentage points), in the evening - from 83% to 15% (by 68 percentage points), and the average daily - from 56% to 10% (by 46 percentage points) (the dynamics of the workload by TomTom and the photo materials of the workload are presented in Appendixes 2 and 3). The average daily speed increased by 68%, and the number of accidents decreased by 88%. 10. Moreover, there is a decrease in the suburban trains’ passenger flow by 69% (1,22 million). 11. At airports, there is a decrease in the number of arriving and departing passengers: – Sheremetyevo: the number of arrivals on domestic flights decreased by 92% (19.7 thousand), and on international flights decreased by 98% (20.3 thousand). The number of departing passengers on domestic flights decreased by 92% (21.4 thousand), while on international flights it decreased by 99% (22 thousand). – Domodedovo: the number of arrivals on domestic flights decreased by 88% (15.1 thousand), and on international flights decreased by 100% (10.3 thousand). The number of passengers departing on domestic flights decreased by 87% (15.1 thousand), while on international flights it decreased by 100% (9.6 thousand). – Vnukovo: the number of arrivals on domestic flights decreased by 94% (13.6 thousand), and on international flights decreased by 100% (11.8 thousand). The number of passengers departing on domestic flights decreased by 95% (14.4 thousand), and on international flights decreased by 96% (10.1 thousand). Conclusion: traffic redistribution has been noted at present - in the morning rush hour and daytime, the number of vehicles on the road network decreased by 38% (208 thousand vehicles/hour) and 33% (171 thousand vehicles/hour) respectively, and in the evening rush hour – by 27% (131 thousand vehicles/hour). Along with this, there was a decrease in the Moscow Metro passenger flow by 86% (7.46 million), surface transport passenger flow by 84% (4.79 million) and suburban trains passenger flow by 69% (1.22 million). Compared with the previous week, the metro and surface transport recorded an increase in passenger flow of 10% (0.11 million) and 13% (0.11 million), respectively. Since April 15, the values of public transport passenger flow, as well as the number of cars on roads, are at the level of the first week of self-isolation (March 30 - April 3, 2020).
