CENTRAL STOCKPORT AREA COMMITTEE Meeting: 31 January 2019 At: 6.00 pm PRESENT Councillor Charlie Stewart (Chair) in the chair; Councillor Philip Harding (Vice-Chair); Councillors Richard Coaton, Becky Crawford, Dickie Davies, Chris Murphy, Amanda Peers and Andy Sorton. 1. MINUTES The Minutes (copies of which had been circulated) of the meeting held on 13 December 2018 were approved as a correct record and signed by the Chair. 2. DECLARATIONS OF INTEREST Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting. The following interest was declared:- Personal Interest Councillor Interest Chris Murphy Agenda item 11 ‘Road Safety around Schools – Westmorland Primary School’ as a Governor at the school. 3. URGENT DECISIONS No urgent decisions were reported. 4. COMMUNITY ENGAGEMENT (i) Chair's Announcements No announcements were made. (ii) Public Question Time Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice. Two public questions were submitted regarding the proposal to cease funding for the free Stockport Town Centre Metroshuttle service after the current contract ended on 27 April 2019. Central Stockport Area Committee - 31 January 2019 RESOLVED – That the Deputy Chief Executive be requested to arrange for written responses to be sent to the questioners. (iii) Restructure of Public Protection and Public Realm Mark Glynn (Strategic Head of Place Management, Stockport Council) and Adam Forbes (Central Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with Members to address those concerns that were of greatest concern to local residents. The following comments were made/ issues raised:- Support was given to the role of the Public Realm Inspector and it was enquired whether it would be possible for the Central Stockport area to acquire the temporary assistance of an additional Public Realm Inspector because of the volume of Public Realm enquiries in the Central Stockport area. The Brownfield First initiative would see more properties and residents in the town centre, and therefore a potential increase in the number of public realm enquiries. A Member enquired how many Officers would be working in each of the Neighbourhood Teams. The decision not to include highways officers and traffic enforcement officers in the teams was queried. RESOVLED – (1) That Mark Glynn and Adam Forbes be thanked for their attendance. (2) That a progress report on the new structure be submitted to the Area Committee in six months’ time. (iv) Neighbourhood Policing Sergeant Philip Lowe and PC Carl Johnson attended the meeting to report on neighbourhood policing issues within the Central Stockport area. The following comments were made/ issues raised:- There had been a spike in reports of speeding in the Manor Ward and a Member enquired whether Community Speed Watch was available in Stockport and whether more could be done to help communities in Stockport tackle speeding motorists on its roads. Incidents of anti-social behaviour in the vicinity of Redrock had been reported. The Area Committee was provided with an update on a recent meeting with the management team at McDonalds on Station Road, Stockport following recent incidents of anti-social behaviour. The problem of off road bikes in the Brinnington area was highlighted. RESOLVED – That Sergeant Philip Lowe and PC Carl Johnson be thanked for their attendance. Central Stockport Area Committee - 31 January 2019 (v) Public Realm Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. The following comments were made/issues raised:- The Area Committee considered the reasons why a significantly higher proportion of waste had been reported in the Edgeley and Cheadle Heath Ward. There had been a considerable reduction in the amount of waste being left on Marsland Terrace Car Park, Offerton. RESOLVED – That Mark Calderbank be thanked for his attendance. (vi) Petitions No petitions were submitted. (vii) Open Forum In accordance with the Code of Practice no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements. 5. DEVELOPMENT APPLICATIONS Development applications were submitted. (NOTE: Full details of the decisions including conditions and reasons for granting or refusing planning permission and imposing conditions are given in the schedule of plans. The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. In order to reduce printing costs and preserve natural resources, the schedule of plans is not reproduced within these minutes. A copy of the schedule of plans is available on the council’s website at www.stockport.gov.uk/planning. Copies of the schedule of plans, or any part thereof, may be obtained from the Place Directorate upon payment of the Council’s reasonable charges). A representative of the Deputy Chief Executive outlined the procedure approved by the Council for public speaking on planning applications. (i) DC/071027 - Unit 22, 23 and 24, Adswood Road Industrial Estate, Adswood Road, Adswood In respect of plan no. 71027 for the retention of existing uses and use of additional area for the recycling of non-hazardous waste, including the retrospective construction of a steel portal framed building and revised vehicular access at Units 22, 23 and 24 Adswood Road Industrial Estate, Adswood Road, Adswood Central Stockport Area Committee - 31 January 2019 a representative of the applicant spoke in support of the application. It was then RESOLVED – That the Planning and Highways Regulation Committee be recommended to grant planning permission, subject to conditions including – but not limited to – the change of use being limited to five years by condition. (ii) DC/071182 - 133 Buxton Road, Heaviley In respect of plan no. 71182 for a change of use from A1/A2 Retail Unit to A5 Fast Food Takeaway including shop front alterations and new extraction flue at 133 Buxton Road, Heaviley a representative of the applicant spoke in support of the application. It was them RESOLVED – That planning permission be granted. 6. PLANNING APPEALS, ENFORCEMENT APPEALS AND ENFORCEMENT NOTICES A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee. RESOLVED – That the report be noted. 7. GREATER MANCHESTER'S PLAN FOR HOMES, JOBS AND THE ENVIRONMENT - THE GREATER MANCHESTER SPATIAL FRAMEWORK DRAFT FOR CONSULTATION A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the consultation process on the latest iteration of ‘The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework. It was stated that the formal consultation on the document had commenced on 21 January 2019 and would run until 18 March 2019. RESOLVED – That the report be noted. 8. NATIONAL PRODUCTIVITY INVESTMENT FUND (NPIF) A560 CHEADLE/CHEADLE HEATH CORRIDOR - PROGRESS REPORT representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) updating the Area Committee on progress on the National Productivity Investment Fund schemes at:- the A560 Stockport Road/M60 Junction 2 ‘Roscoes’ Roundabout Central Stockport Area Committee - 31 January 2019 Abney Hall Park Path and Path Links to Manchester Road A560 Stockport Road/High Street/Manchester Road Junction. RESOLVED – That the report be noted. 9. ROAD SAFETY AROUND SCHOOLS - ADSWOOD PRIMARY SCHOOL A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the findings of a consultation exercise for road safety around Adswood Primary School and sought approval to the introduction of Traffic Regulation Orders, associated signage, dropped kerbs and pencil bollards. RESOLVED – That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the Traffic Regulation Order detailed in the report at an approximate cost of £9,900 to be funded from the Road Safety around Schools 2018-19 programme budget allocation and, subject to no objections being received within twenty one days from the advertisement date, the Order be made. 10.
