THE PROPOSED 360.82 HECTARES (891.61 ACRES) OF LOGGING ACTIVITY IN STATE LAND, MUKIM ENDAU AND ROMPIN, DISTRICT OF ROMPIN, PAHANG DARUL MAKMUR CHAPTER 2 TERMS OF REFERENCE 2.1 INTRODUCTION The Terms of Reference (TOR) for the project was prepared by Eco Synergy Solutions Sdn. Bhd. and submitted to Department of Environment (DOE) Putrajaya on 10th January 2019. The TOR was endorsed on 27th February 2019 and is valid until 27th February 2021. Environmental Scoping Information (ESI), which is enclosed in Appendix 10. INTRODUCTION This Terms of Reference (TOR) is for the preparation of an Environmental Impact Assessment (EIA) Second Schedule Study for “The Proposed 360.82 Hectares (891.61 Acres) of Logging Activity in State Land, Mukim Endau and Rompin, District of Rompin, Pahang Darul Makmur” (hereafter referred to as ‘the project’). 2. SCOPE OF PROJECT The project site with the total area of 360.82 hectares (891.61 acres) within State Land under Rompin District and Land Office authority is allowed to be managed for logging activity by Super Radiance Sdn Bhd. The logging activity could help to provide adequate timber supply within short rotation of time. According to subparagraph 34A (1) of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, the project enshrined under Second Schedule Activity 5 (c) which covers: Second Schedule 5. FORESTRY: (c) Logging, or cutting or taking of timber from forest at 300 meters or more above mean sea level covering an area of 100 hectares or more, outside permanent reserved forest. Since the project is listed in Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015, thus an Environmental Impact Assessment (EIA) study must be carried out by the project proponent. The EIA report must be submitted to the Director General of the Department of Environment (DOE), Ministry of Energy, Technology, Science, Climate Change and Environment for approval. The logging activities that have the potential to cause environmental impacts are listed below: • Construction of access road and drainage system. • Establishment of base camp. • Harvesting of timber. The area of phase and block development, development schedule of the project and phase and block development of the project site are presented in Table 3, Table 4 and Figure 1. ALTERNATIVE CONSIDERATION The potential and benefits of the proposed project are further contributing to the local economy. The logged timber has the economic potential to generate regional economic impact. To manage the environmental impacts that may arise from the project, it would be proposed that the activity would be undertaken phase by phase. With the implementation of appropriate and sufficient mitigation measures, the impact of logging that might arise during the project activity will be least and minimal. As such, this built option is better as it balances economic and environmental considerations resulting in net benefits for the industry concerned and also for the environment. Therefore, the need of this project activity to be approved and implemented is obvious. A ‘No Project’ option will cause a no valuable and commercial timber being extracted out from the forest. It will increase the possibility of encroachment into the state land for illegal activity. This potentially can result in more damages to environment since it is not properly managed thus it will cause loss to the government as the timber economy will be affected and decline due to the no project option for the project site. Besides, for the area that has no logging activity for three years, the tree cutting limits should be imposed. Hence, enhancing the project site from a no activity area to logging would increase the value of land in that area. Thus, the activity of the project will generate potential regional economic benefits by providing timber supply, employment and business opportunities to the local community. The project proponent will take into consideration measures to mitigate any adverse impacts during logging. As for this project, the clear-felling method will be used instead of selective felling. This method will involve the cutting down of all valuable timber in the project site. However, the natural vegetation such as small shrubs and bushes will remain in the project site as to minimize erosion risk and impacts towards the environment. SIGNIFICANT ENVIRONMENTAL IMPACTS TO BE STUDIED Based on the project logging activities, the significant environmental impacts are identified as below: • Water Quality • Erosion Risk • Ecology • Socio Economy The less significant impacts are identified as below: • Air Quality • Noise Level • Hydrology • Flood Risk • Waste Management The insignificant impacts are identified as below: • Land Contamination • Land Use, Landscape and Visual • Hazard and Risk Assessment • Geology 6. STUDY BOUNDARIES The project site is located in State Land which is under the authority of Rompin District and Land Office. The coordinate points of the project site are presented in Table 5.
