Yanovsky, IEEE Fellow, IEEE Ukraine Section Chair, Head of Electronics Department of The National Aviation University, Kiev, Ukraine Dear Colleagues, On behalf of the Organizing and Program Committees, I am very pleased to welcome the participants of the 5th IEEE Microwaves, Radar and Remote Sensing Symposium (MRRS 2017), which is held again in Kiev at the National Aviation University. The 5th MRRS continues the series of very successful microwaves, radar and remote sensing events that were held in the National Aviation University (NAU). The first MRRS was organized in September 2005 and gathered together about one hundred participants from 18 countries. During the second MRRS-2008, which was again conducted in September, 74 papers from 20 countries were presented and discussed by about 120 participants. The third MRRS-2011 was held in August 25-27, and 87 papers from 21 countries were presented. In 2010, 2012, and 2016 we conducted small intermediate events: Radar Methods and Systems Workshops (RMSW-2010, RMSW-2012, and RMSW-2016) which also followed the MRRS tradition. Previous MRRS-2014 Symposium was organized in a very difficult situation when Crimea peninsula had been occupied by Russia and hostilities were unleashed in the East part of our country. It was really unusual situation for a conference. Nevertheless, we have conducted the Symposium in Kiev, and it was successful though the number of foreign participants was less than usually, as was expected. Of course, that time we could not know that the war will continue so long time that even in 3 years, the 5th MRRS will be organized under practically the same political and military situation though the active military operations are more or less suspended, thanks to the pressure onto the aggressor from the international community and responsible states. This year the MRRS, as normally, is organized by the IEEE Ukraine SP/AES Joint Chapter and the National Aviation University, represented mostly by its Institute of Air Navigation. Traditionally MRRS is an IEEE Conference which thematically is related with AESS, GRSS, MTTS, and SPS. Our stable sponsor is the European Microwave Association (EuMA) which strongly supports the Best Paper Contest. Our media partners are: The International Journal of Microwave and Wireless Technologies (IJMWT) of EuMA and Cambridge University; Modern Education and Computer Science Press (MECS) with its International Journal of Image http://www.mecs-press.org/, Graphics and Signal Processing (IJIGSP); and Sensors — Open Access Journal http://www.mdpi.com/journal/sensors. Among the participants this year we can see many researchers, experts and former students, who participated in previous MRRSs as well as a number of new colleagues and friends. The quantity of papers and participants is more than at MRRS-2014 but still less than at prewar conferences because some foreign potential authors were not able to visit Ukraine in this unstable 5 situation. The authors from 19 countries are presented in the program. As always at MRRS, the language of all papers, presentations and discussions is only English. This is a really important condition of further development of fruitful cooperation between participants from different countries, especially in Ukraine, where the stable advancement to European direction and increasing popularity of English language from year
