Montrose was appointed by InfraCap (ICM) as an independent consultant to conduct an ESIA / ESMP. The key objective of this report is to scope and plan the content of the ESIA / ESMP Report to provide relevant project and procedural information to prospective lenders/financiers and provide guidance to ICM in terms of environmental and social management aspects. The document also provides review comments on the existing ICM ESMP. This Scoping Report contains the following: • Description of the proposed Project; • Legal requirements; • Description of the biophysical and social baseline conditions; • Methodology for determination of impacts; • Identified preliminary potential impacts of the Project; • Proposed content of the ESMP report (including comments on the ICM ESMP); and • Next steps.
