Discussions and proposed mitigations are to some extent made on reasonable and informed assumptions built on bone fide information sources, as well as deductive reasoning. Deriving a 100% factual report based on field collecting and observations can only be done over several years and seasons to account for fluctuating environmental conditions and migrations. Since environmental impact studies deal with dynamic natural systems additional information may come to light at a later stage. The vegetation and fauna team can thus not accept responsibility for conclusions and mitigation measures made in good faith based on own databases or on the information provided at the time of the directive. Although the authors exercised due care and diligence in rendering services and preparing documents, they accept no liability, and the client, by receiving this document, indemnifies the authors against all actions, claims, demands, losses, liabilities, costs, damages and expenses arising from or in connection with services rendered, directly or indirectly by the author and by the use of this document. This report should therefore be viewed and acted upon with these limitations in mind. Berenice Coal Mine July 2016 Page 5 EXECUTIVE SUMMARY Universal Coal Development ll (Pty) Ltd intends to to conduct mining and related activities on six farms in the Waterpoort District totaling approximately 7761 hectares to conduct opencast coal mining, located within the Vhembe Biosphere Reserve, as designated by UNESCO. The species richness of vertebrates is close to the historical state for this area. Some of the game species have been re-introduced and dynamically managed; only elephants and lions have not been re-introduced. It is concluded that no less than 437 species of vertebrates are resident or vagrants to the site (111 mammal species, 225 birds and 101 reptiles and amphibians). Of these 71 species (16%) are Red Listed, and therefore of significant conservation concern (Tables 2, 4 and 6). This remarkable species richness is comparable to many conservation areas, including the Kruger National Park, which is an International Heritage Site. The Brak River and its flood plain system is Red Flagged and should not be compromised in any way, as the river system is regarded to be ecologically sensitive, forms a specific river habitat and migration route for some fauna species, particularly bird species. The conservation sensitivity of the study area itself is rated as High, i.e. “Ecologically sensitive and valuable land, with high species richness, sensitive ecosystems or Red Data species, that should be conserved and no development allowed” (see Section 6.4). Not only is the historical vertebrate species richness near-intact, but ecological services (viz. connectivity and food chains) are judged to be in pristine condition. The site is part of a much larger area under active conservation. This is important since the population health of many vertebrate groups (for instance, large raptors) can be severely impaired by fragmentation. Moreover, the site complies with Category 3 (Protected Natural Environment) described in Schedule 1 of the Limpopo Environmental Management Act (Act 7 of 2003) as follows: The need to – a) protect an area for the (i) promotion or preservation of specific ecological processes, natural systems, natural beauty or species of indigenous wildlife, or (ii) preservation of biotic diversity in general; b) allow and support sustainable economic activities in the area; and c) develop and manage the area in the interest of conservation, education and sustained resource utilization. The calculated ratings of eight different impacts of the operational mine varies between “High” and predominantly “Very high” (see Tables 7 – 13).
