This TP should be read in conjunction with the Transport Assessment (TA) and other documentation that forms the planning application. 1.1.3 The site is located on the north eastern edge of the built up area of Devizes some 800m north east of the of the town centre as shown in Figure 1.1. 1.1.4 The outline proposals are for a residential development of up to 65 dwellings, associated parking and an internal road network. Access to the development will be from Quakers Road, a residential access road which serves the residential development known as Quakers Walk to the north. Quakers Road meets London Road to the east at a priority junction. Separate pedestrian and cycle accesses will be provided in to the site. 1.1.5 This document is an outline TP as the development has yet to be built and occupied, and accordingly, the demographics of the future residents are unknown. A full Travel Plan will be prepared for agreement with Wiltshire Council (WC) following occupation of the development. 1.1.6 The document has been produced taking in to consideration both overarching national and more local planning policy including the sustainable requirements set out in the National Planning Policy Framework and in WC’s ‘Develop a Residential Travel Plan’ guide. 1.2 Why Develop and Implement a TP? 1.2.1 A ‘TP’ is a generic term used to encompass initiatives to encourage the use of alternative transport modes to the car and to manage car use in order to reduce the environmental impacts of a development. 1.2.2 A TP provides a strategy to influence travel behaviour by encouraging more sustainable travel for all users accessing the site. 1.3 Benefits of TPs 1.3.1 The key benefits of a residential TP can include: Increased Travel Choice 1.3.2 TPs can increase personal travel choices and offer financial savings to residents by promoting and improving alternative travel options. Health Benefits 1.3.3 Many alternative forms of travel involve an element of physical activity that can help improve the health and mental wellbeing of residents. Public / Environmental Responsibility 1.3.4 A decrease in the number of vehicle movements results in cleaner air and reduces the potential for congestion both in the development and on the local highway network. The site also becomes more attractive for pedestrians and cyclists. Positive Publicity 1.3.5 TPs can generate positive publicity and improve the environmental image of an organisation, an area or a development. It demonstrates to the residents living in surrounding areas that the organisation/developer is committed to limiting single occupancy car trips and promoting more sustainable travel options. AECOM Land off Quakers Road, Devizes: Outline Residential Travel Plan 2 Capabilities on project: Transport 1.4 TP Structure 1.4.1 The TP is structured as follows: x Chapter 2 describes the site location, local pedestrian and cycle access routes, access to local facilities and public transport links; x Chapter 3 sets out the development proposals; x Chapter 4 outlines the targets and objectives of this TP; x Chapter 5 identifies the role and responsibilities of the Travel Plan Coordinator (TPC); x Chapter 6 outlines the sustainable travel measures to be implemented; x Chapter 7 sets out initial monitoring and review strategy for the TP including potential remedial strategies; and x Chapter 8 provides details of useful contacts relevant to this TP. 1.5 Commitment to the TP 1.5.1 Ensuring full commitment to the TP is key to ensuring that the measures and aspirations set out in the document are fully implemented and achieved. As such the following key stakeholders will sign the final TP to show full agreement to its objectives. x Managing Director of the developer/housebuilder; x The Site Manager; x The developer’s Travel Plan Coordinator; and x Wiltshire Council, Transportation and Development Manager. 1.5.2 Those named above will sign the final TP document as at this time the details of the developer, site manager and Travel Plan Coordinator are not known. AECOM Land off Quakers Road, Devizes: Outline Residential Travel Plan 3 Capabilities on project: Transport 2 Site Background 2.1 Introduction 2.1.1 This section describes the site location, local pedestrian and cycle routes, access to local facilities and public transport links. 2.1.2 A site visit was undertaken on 20th April 2016 to help inform this analysis and to provide an up to date understanding of the site. 2.2 Site Location 2.2.1 The site location is shown at Figure 1.1. It comprises an agricultural field to the south of Quakers Road. 2.2.2 The Site is situated some 800m north east of Devizes Town Centre and is bounded by a residential development and school to the north, the Wiltshire Police Headquarters and the Devizes Sports Club to the east, allotments to the south and a Public Right of Way (PRoW) named Quakers Walk to the west. 2.2.3 The adjacent parcel of residential development to the north of the site was constructed on former agricultural land and consists of 248 market and affordable dwellings. The Trinity primary school which partially bounds the site to the north opened in June 2012 and provides six classes, with a seventh planned to be added in September 2016. It has been built to accommodate 210 pupils, with an enrolment of 170 pupils as of September 2015. The school was converted to Academy status in July 2015. 2.2.4 The Devizes sports club is located to the east of the proposed development site and primarily serves the town’s local rugby, cricket and tennis clubs. 2.2.5 The A361 London Road via Quakers Road provides a link from the site to the surrounding road network. London Road continues south to Devizes Town Centre via road including but not exclusively, Commercial Road, Sidmouth Street, Monday Market Street and Maryport Street. To the north London Road continues past the residential cul-de-sac of Roundway Park and out of Devizes through the residential area of Northfields towards Swindon some 31km to the north. 2.3 Existing Facilities for Pedestrians 2.3.1 The Chartered Institute of Highways and Transportation (CIHT) “Guidance for Providing for Journeys on Foot” identifies that
