Introduction 1.1. Background Infrastructure Development Department (IDD), Government of Karnataka is the Infrastructure arm of the government of Karnataka (GoK) with the objective of facilitating / developing infrastructure projects across the Karnataka State. The IDD on discussions with project advisors empanelled with the department, including KSIIDC-IL&FS Project Development Company (KIPDC) has identified a pipeline of infrastructure projects to be taken up across the State. For optimum utilization of the State Government’s fund resources, the IDD has proposed to explore the development of the projects identified on Public Private Partnership (PPP) basis. The IDD recognizes that depending upon the location and other location specific issues, projects at some locations may not be financially viable or attractive to developers for development on PPP basis. IDD also recognizes that certain projects may require Viability Gap Funding (VGF) or other State / Central support. The IDD has proposed to carry out Pre-feasibility Studies for the set of projects identified for development across multiple locations within the State.
