Clarification of Bid Documents Section 2.25 Supplemental Bidder Responsibility states, “Exhibit B must be submitted with your Bid” but Exhibit B states, “This Exhibit Shall Only Be Completed Post-Bid By the Apparent Two Lowest Bidders” Clarification: An updated Exhibit B is attached. Exhibit B should be submitted with your Bid. II. Questions Asked and Answers Given Question: How long is the new 1 ½” conduit run for the E-Fare Readers? Does it start at the joint between the gangway and approach pier? Answer: Yes, it is about 125 feet long. Question: Is there only one 1-1/2” conduit run to feed both E-Fare Readers? Answer: Yes, only a single conduit is needed for both E-Fare Readers. Question: The floatation polytubs specified for replacement and addition dock floatation are sealed and polystyrene filled. Can a different floatation billet be installed that is not polystyrene filled, One that can be internally flooded with water to decrease buoyance for installation then filled with air to dewater? Answer: No, the required floatation polytubs are specified in the General Notes on Sheet G1.02 of the Plans. This letter addresses design modifications at the existing Annapolis Ferry Dock described in the May 21, 2021 documentation, referred to collectively as the Fender Upgrades Project. The Fender Upgrades Project changes the design of the Project as described in the NEPA Documented Categorical Exclusion (DCE) Confirmation issued by FTA on October 22, 2018. Under FTA environmental regulations, changed conditions since the approval of the 2018 DCE, and the Fender Upgrades Project activities proposed by Kitsap Transit, make it necessary to re- evaluate the earlier NEPA determination (See 23 Code of Federal Regulations (CFR) Part 771.129(c)). The work authorized was to remove an existing pier, gangway, and float structure and construct an approximately 4,470 square foot pier, gangway, and float structure in Sinclair Inlet at Port Orchard, Kitsap County, Washington. You requested a permit modification to add a raised loading platform between the dock and vessel, make minor changes to the fendering system, and add additional float tubs to the structure. We have reviewed your request and verified that this NWP still authorizes this project provided you ensure that the work is performed in accordance with the enclosed approved modified plans dated March 2021. This NWP verification supersedes the verification authorized by this office on March 5, 2019. All other terms and conditions contained in the original NWP verification remain in full force and effect. Our verification of this NWP authorization is valid until March 18, 2022, unless the NWP is modified, reissued, or revoked prior to that date. Informal Section 7 and Essential Fish Habitat Consultation Dear Mr. Kratz: Kitsap Transit (KT) proposes to upgrade the Annapolis Ferry Dock located in Sinclair Inlet along Beach Drive in Port Orchard, Washington. The proposed project would be funded with federal financial assistance made available through the Federal Transit Administration (FTA) and, as such, would constitute an action under the Endangered Species Act (ESA) and the Magnuson-Stevens Fishery Conservation Act. KT’s consultant, GeoEngineers, Inc., has prepared the Annapolis Ferry Dock Upgrade Project Biological Assessment and Essential Fish Habitat Evaluation, dated June 13, 2017, and the Marine Mammal Monitoring Plan, dated June 13, 2017, for the proposed project. Copies of these documents are enclosed with this letter for your review. The proposed project consists of removing approximately 2,160 square feet of existing concrete pier decking (located between -4 feet and -6 feet Mean Lower Low Water [MLLW]), gangway, and concrete float (located between -6 feet and -11 feet MLLW) and 10 piles. The proposed pier, gangway, and float (to be located between -11 feet -27 feet MLLW) would be approximately 4,251 square feet, which would be a net increase of 2,091 square feet of new overwater structure. Impact minimization measures are included in the project design to avoid or minimize the adverse effects of the project on marine fish and wildlife species and their habitats, and mitigation is also proposed to offset unavoidable impacts. Mitigation includes intertidal debris removal and riparian shoreline enhancement. KT would remove approximately 2,103 square feet of artificial debris (i.e., concrete and angular rock) from the site, and enhance approximately 8,800 square feet of riparian shoreline habitat (i.e., removal of invasive species and installation of native vegetation).
