Educational institutions employing instruction by television have found recorded telecourses from Great Plains National Instructional Television Library playing a significant role in their curricular planning. Thousands of youngsters and hundreds of teachers have viewed ma- terials distributed by the Great Plains Library over the past six years. The strength and usefulness of this material is indicated by the fact that the course re-use rate, from year to year, has ranged from 95 to 99 per cent. These significant statistics, indicating enthusiastic and continued accept- ance, assure a high degree of validity in the material. New quality telecourses are continually being added to the Great Plains' offering, as shown in the pages of this 1968 catalog. The student searches forknowledge...the teacher, in addition to his quest forexpanded personal knowledge, looks for waysin which to upgrade the quality of his instruction.Forward-looking teachers appreciate stimuliwhich may spur them toward in- novation and the use of materials andtools which will help them be moreeffective in their work. Perhaps the most important andmeaningful aspect of this search lies in thefinding of material which challenges the student to developbetter observation and listening skills.This type of stimulus is found in good instructional television coursesand, consequently, schools wiselyusing ITV have found it to be a tool of great value. However, the production of qualityinstructional television lessons requiresspecial talent, a sizeable staff, much time, hard work and money.In some instances these expendituresof time and talent are un- necessary becausequality materials have already been produced,recorded and made available on video tape. The Great Plains NationalInstructional Television Library now supplies manyof the best instruc- tional television lessons made inthe United States. A study undertaken in 1960 and 1961by Jack McBride and W. C. Meierhenry of theUniversity of Ne- braska (made in cooperation withthe U. S. Office of Education) revealed that map,/recorded ITV courses had been producedprivately for independent use in school systems overthe country. The question became: how could this extantmaterial best be acquired, stored, duplicated anddis- tributed to schools desirous of its use.`Thc., idea formed: through the establishment ofdistribution cen- ters or "libraries"exclusively organized for these tasks. The Great Plains Library thus cameinto being in 1962 as one of these experimental centers.It was initially funded by the U. S. Office ofEducation as a Title VII project. After only four years of opera- tion under the aegis of USOE, Library assumed total fiscal independence andresponsibility in No- vember 1966. This new phase in the operation ofGPNITL came about due to the continued andgrowing usage of the Library's instructionalmaterials by educational institutions across theUnited States. Though no longer the recipient of Federalfunds, the Library continues to work under theadminis- trative wing of the University ofNebraska Television Department ...and under policies established by a policy board (currently 12 members)comprised of persons from across the nationrepresentative of all levels of educational interests. The basic purpose of the Library is toprovide for the acquisition, storage,duplication and distribu- and local, pri- tion of videotaped instructionalmaterials...and to make them accessible for use by state vate and publiceducational agencies for use in elementary orsecondary schools and institutions of higher learning. During the 1966-67 school year, theLibrary served 75 educational patrons across theUnited States (Alaska and Hawaii included) andin Canada. Course-uses from GPNITLduring the period totaled 259, representing the duplication anddistribution of nearly 7,800 separate telecourselessons. A state-by-state listing of Library users may befound elsewhere in this catalog. More than 80 separate courses in avariety of subject matter areas and ranging throughthe elementary, secondary and college scholastic levels are nowavailable through the Great Plains Librarya distantand astounding leap from the single courseoffered by the Library during its first year ofexistence.
