TTC Paper No. 17/2020 (for discussion on 14.5.2020) Southern District Council Traffic and Transport Committee Traffic & Transport Committee Progress Report on Previously Discussed Items (as at 30.4.2020) (A) Traffic Management Scheme Project Description Agency Progress 1. Multi-Storey Carpark and ArchSD / TD TD and ArchSD are currently reviewing the design of the proposed Stanley Multi-storey Public Transport Terminus at Carpark, with an aim to provide the required parking spaces and transport facilities to cope Stanley Village Road, Stanley with the latest demand in the area. The TIA Study was commenced in July 2019. 2. Works of Replacement and WSD Contract No. 3/WSD/12, which consists of construction works on Hong Kong Island, Rehabilitation of Water Mains commenced in March 2013. Current works fronts and details of works in the District are Stage 4 Phase 1 as below: (a) Nam Long Shan Road (near Remex Centre, No.42 of Wong Chuk Hang Road) [52%] (to be completed in December 2020) [Status: The works on footpath have been completed and the works at Nam Long Shan Road are anticipated to be completed in the fourth quarter of 2020.]. 1 3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. The staircase was reinstated and opened to public on 18 January 2019. After the revised design was circulated to relevant government departments for comments, HyD presented to T&TC the revised scheme with proposed lift on 11 July 2019 and received support from the DC members. Detailed design was in progress, while the construction contract is anticipated to commence in the third quarter of 2021. 2 4. Second Phase of the “Universal HyD Progress of the items for Southern District for the implementation under the second phase of Accessibility” Programme the UA Programme are as follows: Location Type Progress (Structure No.) (a) Across Lei Tung Estate Road Footbridge HyD is currently investigating near Tung Sing House Lei Tung (HKS01) for retrofitting lifts at both exits Estate, Aberdeen of the concerned footbridge and liaising with relevant departments to resolve the land matters. HyD will report the findings of the investigation to the T&TC at its meeting scheduled on 14 May 2020. (b) Across Tin Wan Street near Tin Footbridge HyD had presented the preliminary design scheme of Wan Shopping Centre (HKS02) provision of lift facilities at this footbridge to the T&TC on 13 September 2018 and gained the T&TC’s support to the proposed scheme. During the local consultation, the consultant acknowledged receipt of the views from the relevant stakeholder on the preliminary design scheme. Project team had exchanged views with the relevant stakeholder on 19 August 2019 and 10 October 2019 and revised the design scheme accordingly. HyD will report the revised design scheme to the 3 T&TC at its meeting scheduled on 14 May 2020. The consultant is now carrying out the detailed design works. 5. Request to add a pedestrian TD The department was studying the feasibility on adding a pedestrian crossing subsequent to the crossing facility between Ocean handing over of the site. Park Road and Aberdeen Sports Ground 6. Traffic Report of Ocean Park Ocean Park According to the 2nd Meeting on 5 April 2016, the Committee requested the Ocean Park to Co. submit traffic report at alternate meetings, and that they should actively explore how to enhance the traffic management measures for implementation in the vicinity of the Park in collaboration with the government department concerned. Please refer to Annex 1 to TTC Paper No. 17/2020 for details of the updated report (as at April 2020). 7. Additional Walkway Cover Works HyD/TD HyD has entrusted the construction of walkway cover to MTRCL. at Wong Chuk Hang Public Transport Interchange (WCHPTI) The cover construction commenced on 11 April 2019. The 1st phase of the cover works was completed and open to the public in February 2020 and the remaining works would be completed in mid-2020. TD had discussed with the bus company to install the bus information display panel inside the bus regulator kiosk, with the ETA on the information display panel shown to passengers outside the kiosk. 8. Tai Tam Road (Dam Section) TD The traffic signals at Tai Tam Road (Dam Section) was commissioned on 25 August 2018. Traffic Signal Arrangement TD would continue to observe the traffic flow at Tai Tam Road (Dam Section), and would consider relaxing the limit on the use of that road section by goods vehicles. 4 9. Installation of Journey Time TD The Contract commenced on 11 June 2019. According to the Contractor's programme, the Indication System in the Southern Journey Time Indication System in the Southern District and the associated traffic detectors District will be installed in mid-2020 for completion by early 2021. 10. Road works related to the five new CEDD The Government is now arranging funding application to the LegCo for the project of Site public housing developments at Formation and Infrastructure Works for the Public Housing Developments at Pok Fu Lam Pok Fu Lam South South. Subject to LegCo’s timely approval of funding application of relevant projects, CEDD will commence the relevant works in mid-2020 the earliest. 11. Road works related to Cyberport Innovation The Innovation and Technology Bureau and Hong Kong Cyberport Management Co Ltd Expansion and (HKCMCL) briefed the District Development and Housing Committee in July 2019 on the Technology Cyberport expansion project, including the improvement works for traffic lights and road Bureau junctions in the district. Upon approval of the draft Pok Fu Lam Outline Zoning Plan (OZP) No. S/H10/18 by the Town Planning Board, HKCMCL will follow up with relevant departments on the implementation of the road improvement works. 12. Footbridges of the HKU new The There will be 2 footbridges. Bridge A will connect the proposed new academic building at academic building at No. 3 University No. 3 Sassoon Road to an existing bridge across the Pokfulam Road to Queen Mary Hospital. Sassoon Road Project of Hong Bridge B will extend across Sassoon Road to connect the academic building to the student Kong hostels at No. 6 Sassoon Road. The proposals of the footbridges were passed in the 419th (bridge A) and 429th (bridge B) Advisory Committee on the Appearance of Bridges and Associated Structures (ACABAS) last year and their statutory submissions are in progress. We target to open the footbridges for public access by end of 2022, together with the new academic building at No. 3 Sassoon Road. Please be noted that the design and progress of these 2 footbridges were presented at SDC meeting on 23 January 2020. 5 13. Widening of pavement at the bus TD/ HKU was carrying out detailed design, construction works would commence in early 2021 stop area opposite Queen Mary HKU tentatively. Hospital Northbound 14. Installation of speed enforcement TD Trial pits exploration for underground utilities were being arranged in order to confirm the camera and signalised crossing at feasibility of the signalised crossing. The trial pits was scheduled to commence in mid-2020 Pok Fu Lam Road near Bethanie tentatively. Speed enforcement camera is scheduled to be installed by Q4 2020 the earliest adjacent to 150 Pok Fu Lam Road southbound. 15. Traffic Consultancy Report on the TD The study was in progress, the preliminary results of the study would be available in mid-2021 pedestrian crossing outside Pui tentatively. Management Measures for Southern District 2. Monitoring on Bus TD The reliability of bus services is more or less affected by traffic conditions, crew shortages, bus redeployment, Services in Southern failure of vehicles and other possible factors.
