Guidelines for Conduct of Examinations in Emergencies

Preface very child has the right to education, and other fundamental rights are dependent upon the realization of the right to education. Successive governments of Sri Lanka have continuously prioritized children’s Eeducation. The General Certificate of Examinations - Ordinary Level (G.C.E. O/L) determines a child’s quest to higher studies and potential career; crucial turning point in education. The effort and determination of children in qualifying the G.C.E. (O/L) examination is tremendous. Equally significant are the travails of the teachers and parents of the children. A decade of their schooling education is tested within a few days through this examination. Whilst the Department of Examinations and the Provincial Education Directors, provide all administrative support and facilities for the conducting the examination, it is crucial that an environment free of hazards and disasters are created for children to be safe and concentrate in doing their best at the examination. 717,008 candidates have registered for the examination this year with over 50,000 officials directly involved in conducting the examination in approximately 5600 centers. Their safety and security is of utmost importance. The frequent hazards and disasters experienced in Sri Lanka should not be detrimental to the conduct of the examination nor the future of the examination candidates. As a proactive measure, the Department of Examinations requested the expertise of the Disaster Management Center in supporting the endeavor of creating an environment, free of interruptions to the conduct of examinations. This is the first occasion where we have formerly planned and prepared for any eventualities in partnership with relevant authorities. However, the recent extreme weather patterns have caused concerns which require Tdisaster preparedness and coordinated swift responses. An event where over a quarter of a million school children, private candidates and officials will engage in examinations countrywide utilizing over 5500 permanent structures as examination and coordinating centers require detailed planning and assessment. The Disaster Management Center (DMC) in liaison with the Department of Examinations is committed to ensure the uninterrupted conduct of examinations providing safety and security from hazards and disasters. Examination center safety and crisis response has been planned in partnership with governmental organizations and other stakeholders. The commissioning of the National Examination Emergencies Operations Unit (NEEOps) at the national level and the District Examination Emergencies Coordination Office (DEECO) at the district level for the period of examinations will enable the implementation of operational plan for examination emergencies. These guidelines will further enhance resilience of service providers contributing to the conduct of examinations. A coordinated preparedness and response mechanism will ensure the uninterrupted conduct of examinations which will allow to extract the fullest potential of the candidates. I thank all partner organizations involved in the preparation of this guideline. I am confident that the assigned entities will implement their respective operational plans in responding to any eventualities. Mr W A Dharmasiri Director General Disaster Management Center 1ii ACCESS TO EXAMINATIONS AMIDST DISASTERS GUIDELINES FOR CONDUCT OF EXAMINATIONS IN EMERGENCIES 1. Introduction The Department of Examinations (DoE) will conduct the General Certificate of Education, Ordinary Level (G.C.E. O/L) 2019 examination in Sri Lanka from 2nd to 12th December 2019. 717,008 candidates will sit for the examination across 4987 examination centers island-wide. 541 coordinating centers are in operation to manage the examination centers. For the period of the exams, 38 educational divisions have been established. Over 50,000 officials and invigilators are appointed to ensure the conduct of examinations. Evaluation of answer scripts will take place in two stages from 24th December 2019 to 2nd January 2020 and 17th to 26th January 2020.
