This has been prepared by a Committee of town councillors and experienced volunteers including members of the Ilkley Design Statement Group, Ilkley Civic Society, Ben Rhydding Action Group and Climate Action Ilkley. The Regulation 14 Draft of the INDP is now being published for formal consultation. Comments are invited from 7th November 2019 to 19th December 2019. Taking advantage of the power available to town councils granted through the Localism Act 2011, the Town Council applied to City of Bradford Metropolitan District Council (CBMDC) for the whole town area to be designated a neighbourhood planning area (see Figure 1, page 6). This application was approved by the CBMDC’s Executive Committee on 5 November 2013. 1.2 This Regulation 14 Draft of the NDP is published for six weeks formal consultation between 7th November 2019 and 19th December 2019. When complete the plan will give local people more say in the future development of the area by setting planning policies to help guide, control and promote future development. District Strategic Planning Policy 3.1 The INDP must be prepared following a procedure set by government (Figure 2). Designation work has been undertaken on consultation, analysing Bradford Local Plan (Core Strategy) 2011 to 2030 evidence, carrying out technical studies and responding to CBMDC’s Core Strategy The adopted (July 2017) Bradford Local Plan (Core Strategy) sets the higher consultations. Regulation 14 Draft consultation. 4.2 In preparing the INDP we must be in “general conformity” with the strategic planning policies for the area set out in the Core Strategy. Figure 2 - The Neighbourhood Development Planning Process 4.3 The key elements of the Core Strategy relevant to the NDP are set out in Figure 3.
