Strategic Environmental Assessment Environmental Report - Version 1 FIFEplan Main Issues Report Document Potential Development Options – Volume 3 Lochgelly to Wormit (includes Landward Area at end) January 2013 DEVELOPMENT OPTIONS All potential development sites, submitted by the end of the call for sites period (6th April 2012), and other sites that we considered could have development potential are listed in this document. The number of development options submitted far exceeded the number required for the FIFEplan. We have carried out an initial site assessment of all the sites and highlighted any that we thought should not be assessed further. The reasons for this are noted on the individual site forms. Further investigation and assessment will be carried out before sites are identified for inclusion in the FIFEplan. All sites listed in this document are included for information only as supporting information for the Environmental Report version 1. There is an opportunity to comment on the sites through the FIFEplan consultation running 14th January – 10th March 2013. The sites are listed by settlement in alphabetical order. Those sites that are not located close to a settlement are included in the Landward section. Candidate Site Reference LDP-LGY001 Area of the site in Hectares 27.7 Site Name and Location Land on the south side of Lochgelly Current Local Plan Mid Fife Local Plan Status in Current Local Plan Countryside Proposed use of site Housing Physical Assessment Summary The site is a greenfield site currently used for agricultural purposes. Topography: The site rises to the centre. The slopes to the east and west are fairly gentle. Hutton Institute Land Classification - the site is not classified as prime agricultural land. There are no built heritage designations on the site. There are no natural heritage designations on the site or within 500m of the site. No flood risk has been identified on this site. Green Networks Assessment Summary There is a core path that runs along the southern boundary of this site and others which cut across the site. Some of the site is within 500m of Loch Gelly, but it is on the far side of the A92. The site is within the Southern Loop green network identified for Lochgelly. If allocated it would provide an opportunity to extend the green networks established through the development of Lochgelly South Strategic Land Allocation. Transport Assessment Summary Assessment to be carried out. Infrastructure Assessment Summary Assessment to be carried out. Environmental Risks Assessment Summary The eastern part of the site is within the inner and middle zones of the two Health and Safety Pipeline Consultation zones. Energy Assessment Summary Little potential - no interest has been shown by the site promoter. Development Viability Assessment No evidence provided. Topography: the site slopes down to the north east at roughly a 1:14 gradient. Hutton Institute Land Classification - The site is not classified as prime agricultural land. There are no built heritage designations on the site. There are no natural heritage designations on the site or within 500m of the site. No flood risk has been identified on this site. Green Networks Assessment Summary There is a core path close to the northern boundary of this site (although it is on the opposite side of the railway). There are no natural heritage sites within 500m of the site. A couple of small watercourses lie to the north of the site (on the opposite side of the railway). The site lies within the North Eastern SLA green network identified for Lochgelly and if allocated it would provide an opportunity to extend the green networks established through the development of Lochgelly North East Strategic Land Allocation.
