The hearing has been scheduled for Monday 15 February 2021 (and Tuesday 16 February 2021 if required), commencing at 10am, at the Commission Office, Level 3, 144 Macquarie Street, Hobart. A full schedule of the nominated matters and hearing dates is included at Attachment A, which provides guidance on which hearing sessions are intended to be relevant to each representation. I also refer to matters raised in the representations and the planning authority’s section 35F report, including recommendations on the representations. Preliminary consideration of the representations and the section 35F report recommendations on the merit of each representation has identified that there are a number issues that the Commission seeks further information about from the planning authority and specific representors prior to the hearing. The directions on these matters are set out in the attached directions schedule (Attachment B). Please submit your responses to [email protected] by the due dates specified in the schedule. Planning Authority Clarify whether non-conforming use rights currently apply to the Petrol Station at 20 Peters Street, Tullah FR 238177/1 and FR 248552/6, and whether an Environmental Protection Notice permit currently exists for the use. Planning Authority - Clarify whether application of the Utilities Zone to Tullibardine Dam and the Newton Dam and pumps is supported as these facilities were not specifically included in the recommendation to modify made in the 35F report. - The 35F report recommendation refers to water conveyances at Lake Margaret. Clarify whether these facilities are located within the areas identified in Attachment A to representation 8 (Hydro Tasmania) that are proposed to be zoned Utilities. Planning Authority Clarify the statements made in response to representations 3, 4, 6, 7, 9 and 11 in relation to the effect of recommendation on the draft LPS, that ‘the requested zoning change is in accordance with Guideline 1.’ Response due Thursday 4 February 2021. Clarify whether the proposed zone is General Residential. - Clarify whether the proposed application of the Local Business Zone to the Petrol Station at 20 Peters Street, Tullah FR 238177/1 also includes application of the Zone to FR 248552/6. Clark, Skyridge Pty Ltd (Rep 9) - Clarify whether the representation also relates to the land at 4 Bluff Street, Tullah FR 100219/228. - Clarify which land at Hean Street, Tullah is proposed to be zoned Light Industrial. TasNetworks (Rep 10) - Provide maps annotated with coordinates where necessary, that show the location of the Mt Kershaw Passive Reflector Communication Site, the Pieman Dam Repeater Communication Site, the John Butters Repeater Communication Site, and the Pieman Switching Station (or otherwise confirm that the Station is within the area proposed to be zoned Utilities by Hydro Tasmania in representation 8). The maps must also show the extent of the proposed split-zonings and how the zonings would be delineated if it was determined that a split-zoning of Utilities and another zone was applied to the land. References must relate to features that are identifiable on the ground in accordance with the Commission’s Practice Note 7. Where there are no features that are readily identifiable on the ground, specify whether coordinates are proposed to be used. - Review the PDF version of the exhibited Electricity Transmission Infrastructure Protection overlay mapping available on the Commission’s website and confirm if any of the substation buffer facility layers are missing and if the layer is correctly shown for the Rosebery substation. - Provide the proposed mapping for the Pieman Switching Station, the Pieman Spur – Line 522, and the Pieman to Granville Spur – Line 534.
