Position Summary The Director of HR & Office Administration will play an integral role in intentionally shaping the organization’s positive and development-focused culture, so that all employees may do their best work towards our mission of disrupting cycles of incarceration and poverty, and ultimately help individuals find their way to self-sufficiency. To help the organization reach its goals, the Director of HR & Office Administration will have the opportunity to enhance and manage HR systems and programs at Second Chance. You value diversity and embrace change. The Director of HR & Office Administration reports to the CEO & President. This role requires a hands- on, action-oriented professional who understands how to manage the human resources function while adapting to growth and change. In this role, you will be responsible for updating policies and procedures to ensure compliance with legal and regulatory requirements while promoting diversity, inclusion, and equity within the organizations. This position is responsible for a wide range of activities to include but are not limited to: Recruiting, Staffing and Organizational Development • Implement systems for employee development such as training, talent management, and performance management, and leadership development. • Lead critical workforce planning processes including talent forecasting, talent acquisition (including EEO compliance), on-boarding, off-boarding, and employee records management. • Oversee HR budgeting and HR metrics reporting to support equity and staff retention. • Responsible for working with Directors and Managers on the successful fulfillment of requisitions. • Provide feedback to management on effective management techniques. Employee Relations and Performance Management • Manage employee relations including conflict resolution, conducting investigations, developing and ensuring adherence to employee policies and procedures, and updating the employee handbook. • Manage the performance management process to ensure timely and qualitative performance reviews are conducted and recommend enhancements as necessary. • Independently investigate, recommend, and resolve employee relations issues up to and including complex termination matters. Compensation and Benefits Administration • Lead HR compensation and benefits functions; Recommend changes to the compensation program, to ensure fair and equitable compensation for positions. • Manage and administer all benefits including annual benefits renewal, retirement plan, LOA, COBRA and worker’s compensation. Regulatory Compliance and Training • Manage all reporting requirements to the State and Federal governments for all HR related matters including EEO, Form 5500, IRS, ACA and other state/local/federal filings; • Keep current on changes to local, state, and federal personnel related laws and regulations and ensure timely planning and implementation of processes and procedures to ensure overall organizational compliance; • Maintain and help develop personnel policies, procedures and programs for the Agency including training programs/orientation manuals, job descriptions and the Employee Handbook; • Ensure compliance against agency policy and contract requirements with DOJ background check, TB, vehicle insurance minimum requirements and drug testing clearances; Maintain authorized drivers list with insurance company. Office Administration • Responsible for overseeing the administrative function of the receptionist desk and ensuring proper staffing. • Oversee employee event activities and culture team; Maintain an adequate supply inventory for office. • Responsible for all daily IT-related duties including the following: network username and password setup, remote desktop connections, requesting new user setup and request repairs or service tickets. • Responsible for setting up new hire workstations to include monitor and desktop computer setup. • Responsible for managing the Avaya phone user database; identify a service support provider and serve as the on-going contact. • Work collaboratively with the finance and payroll department to ensure the proper setup and termination of employees to include salaries, salary adjustments and benefit deduction management. Supervisory Responsibilities • Provide mentoring, guidance and direct supervision to HR staff and interns and reception personnel, as applicable. What Skills Do You Need? This is challenging work. A positive “can do” spirit is a must. Skills for this specific role include: • Thorough knowledge of the entire recruiting and employee life cycle • Expertise in effective human resources practices, methods and processes in all areas including recruiting and selection, compensation and benefits, employment law and employee relations, payroll and training and development; • Excellent verbal and written communication and interpersonal skills; competency and comfort in interacting and working with diverse populations. • Experience in providing guidance and consultation on employee-relations issues and investigating and facilitating resolution of complaints; • Strong customer service and employee relations experience; • Advanced skills in Microsoft Office Suite and HRIS systems. Qualifications • 7-10 years of broad and progressive HR responsibilities preferably in social services or non-profit industry. • Expertise in implementing human resources policies and procedures and EEO requirements. • Extensive knowledge of Federal and California employment laws, regulations and requirements related to human resources including ERISA, EEO, ADA, Worker’s Compensation, COBRA, Wage & Hour, et al. • Experience managing COVID in the workplace (LOA, workplace safety policies and procedures). • Not-for-profit experience preferred. Education • BSc/BA in Business Administration or other field relevant to HR; Master's degree preferred. • Additional HR training and/or PHR/SPHR or SHRM-CP/SHRM-SCP certifications are a plus.
