We are also very proud of the success of our public markets and more specifically our Solidarity Market in the east end of our borough, which aims to help residents with limited resources and ensure they have healthy, good quality food to eat. We are proud of the media coverage that followed its opening and we hope to continue offering quality services to our residents in cooperation with our local organizations! For some, the summer season was more a time of anxiety because of the different Dimitrios (Jim) Beis versions of the Special Intervention Zone map issued by the government of Québec Borough Mayor without prior consultation with municipalities and boroughs. Rest assured that as Borough Mayor, I have not failed to denounce to the provincial government and the media the lack of communication and support by the government of Québec in handling requests for a revision of this map. Not only did we write to the Premier of Québec, but we also met with his Minister of Municipal Affairs and Housing in Québec City. During this meeting, I made her aware of our particular situation and I presented her with all the long-term solutions that we would like to put in place so that none of us would have to relive such tragic episodes of flooding. The Minister has promised to visit us in our borough so that she can become aware of the realities faced by our families and take note of the effectiveness of the measures that we have implemented in order to limit the effects of the 2019 floods. My Administration, my colleagues on Borough Council and I will continue to defend the interests of our residents with the government of Québec for as long as necessary and we remain hopeful that the Government will pay attention to our recommendations. Whatever their final decision, we will continue, as we have always done, to integrate solutions into our long-term planning. All the best to those of you starting a new school year. LIFE IN PIERREFONDS-ROXBORO • 4 MAYOR’S REPORT ON THE FINANCIAL SITUATION OF THE BOROUGH OF PIERREFONDS-ROXBORO It is with pride that I table the annual report on the financial situation of the borough for the year 2018, the outlook for the current year and the general orientation for the 2020 budget, in compliance with section 144.7 of the Charter of Ville de Montréal. Financial situation as of December 31, 2018 The 2018 budget forecast planned expenditures of $29,785,500. As of December 31, 2018, actual expenditures amounted to $30,277,551, compared to the amended budget of $29,852,500. The negative variation is due to events beyond our control such as severe winter conditions. Actual revenues totalled $1,444,890, compared to budget estimates of $1,296,900. This positive variation is mainly due to contract penalties and to the increase in the number of studies of various development projects. Non-recurring corporate financial adjustments totalling $533,500 also improve this aspect, bringing the results of the financial surplus to $256,400. This performance allows the borough to show an unreserved accumulated surplus of $5,463,444, as of December 31, 2018. Three-year Capital Expenditure Program 2018-2020 Preliminary financial indicators A total of $5,407,510 was invested as part of the three-year program of capital expenditures for 2019 in 2018-2020. This amount was allocated for: The budget allocation for 2019 is of • Road rehabilitation works and paving of various streets; $31,512,500.
