After review of the current status of Scheduled domestic operations viz-a-viz passenger demand for air travel, this Ministry vide 9lq9r No. 1112020 dated bS.t Z.{OZO has further extended the capacity for 70o/o to 80% of approved schedule until further notice. B. PASSENGER GROWTH: Passengers carried by domestic airlines during Jan-Nov ZAZOwere Sb6.B4 lakhs as against 1311.54 lakhs during the corresponding period of previous year thereby registering annual growth of -57.54o/o and monthly growth of -50.93 o/o. C. Gommencement of new RCS routes: 04 new RCS routes have been operationalized in the month of December, 2020. D. Going beyond "normalisation" to pre-Covid-19 air cargo handled levels seen during Sept6mber, October and Novemb er 2020 at Bengaluru airport (among I major airports which together handle about 90% of total air cargo), positive growth of 7% was seen in Decbmber 2OZA over Decemb er 2019 levels. Growth is also recorded in multiple tier-ll and tier-lll airports. Pan-lndia, air cargo handled in December202A is estimated at about 88% of December 2019 levels. E. Krishi Udaan - Airlifting agri-produce for better value realisation for farmers. (i) Expanding the coverage of eligible products under its convergence with Operation Greens Scheme, on 08-12-2020 proposal of MoCA to cover all horticulture products under air freight component was accepted by MoFPl. (i0 Proposal of MoCA to make Operation Greens multi-modal in ambit was accepted, and subsidy was extended to last mile connectivity to an airport via trucks/rail also for 12 NER/Himalayan Hill States. F. AAICI-.AS air cargo terminal operator granted RA3 security status at Chennai and Kolkata airports by European Commission, enabling them to screen, process and certify the security of exports via air cargo to all European countries and UK. For last about 15 years, only contracted cargo handlers have had this status at Ml owned and operated air cargo terminals. G. The first Indian air cargo dedicated freighter operator namely M/s. SpiceJet received ACC3 security status by European Commission. This will enable the airline to carry air cargo to Europe from India and from other countries, without having to take expensive screening of its air cargo by taking technical halts in other 'green' countries. Authority H. Draft Regulations were drawn up by International Financial Services (IFSCA) in one-on-one consultations with MoCA for enabling aircraft leasing and financing from GIFT-City IFSC, and circulated for wider public consultations. K. 01 Unique ldentification Number (UlN) has been issued to a drone in the month of December,2020. L. Ministry of Civil Aviation (Height Restrictions for Safeguard-1ng . of Aircraft Operations) Amendment Rules, iOZO has been issued vide Notification No. 622 dated 1T.1Z.ZO"O. The Maximum validity of No Objection Certificates issued by AAI for height of the buildings/structure around airports has been enhanced from I to 12 years. Further, one time relaxation has also been provided for the lapses NOCs. M. ,Air Bubbtes' were formalized with Nepal and Kuwait. India, till date, has formalized 24 air bubbles. N. Around 31 lakh Indians have been repatriated under the Vande Bharat Mission till 31.1Z.ZOZO. The VBM has so far involved 6373 Air India flights and 474 flights by the private Indian carriers. Till date a total of 1,035,471 Indian nationals have been repatriated byAir India whereas74,675 Indian nationals have been brought back by private carriers. This is the first such kind of approval granted by Drone Directorate of DGCA in India. B. Standard Operating procedure (SOP) of M/s Survey of India (SOl) for surveying the land parcels in rural inhabited area for the following states" under PMO Central Sector Scheme "SVAMITVA" to use Remotely Piloted Aircraft Systems (RPAS)/Drone Tech nology: (i) Chhattisgarh, (ii)Telangana,(iii) Bihar,(iv) Odisha, (v) Jharkhand, (vi) Punjab, (vii) Rajasthan and (viii) Andhra Pradesh C. Now the Atc 41lio2o would be applicable only for non-scheduled cargo operations by foreign airlines and Scheduled Cargo Opeiations would be governed by the Bi- lateral Ar Services Agreement (ASA) with the respective country.
