AUTHORITY The Commonwealth Ports Authority (CPA) is a component unit of the Government of the Commonwealth of the Northern Mariana Islands and was established in 1981 through CNMI Public Law 2-48. Public Law 2-48 tasked CPA with managing and operating all airports and seaports throughout the Northern Marianas. CPA’s mission is to “develop air and sea navigation to and from the CNMI to its fullest potential.” CPA operates three airports and seaports in the Commonwealth and is governed by a seven-member Board of Directors. 1 | P a g e FRANCISCO C. Rate per vehicle for frequent flyers – $250 semi annual Annual rate per vehicle for service $200 and delivery vehicles 9 | P a g e INSURANCE REQUIREMENTS § 40-10.1-745 Insurance (a) Every Commercial Aircraft Operator, unless otherwise directed under the terms of an airline use agreement with the Authority, shall carry liability insurance as follows: (1) Auto - Owned and Non-owned (i) $300,000 Landside (ii) $4,000,000 Airside over 100 feet from aircraft (iii) $10,000,000 Airside less than 100 feet from aircraft (2) General Liability - $1,000,000 Landside (3) Aviation Liability - $1,000,000 per passenger seat, minimum $10,000,000 (4) Worker’s Compensation - as per statute. Reg. 9079 (Mar. 15, 1992). 10 | P a g e FEDERAL REQUIREMENTS FEDERAL APPROVALS FOR FOREIGN CARRIERS DEPARTMENT OF TRANSPORTATION Any airline of a foreign country that wants to conduct commercial operations in foreign air transportation to and from the United States must obtain two authorizations from: Economic authority from the Office of the Secretary of Transportation Safety authority from the Federal Aviation Administration Foreign air carriers must also meet licensing requirements of any other applicable U.S. Government agencies. For economic authority, please visit: https://www.transportation.gov/policy/aviation -policy/licensing/foreign-carriers FEDERAL AVIATION ADMINISTRATION (FAA) CERTIFICATIONS All foreign carriers must obtain safety authority (commonly known as Part 129 Operations Specifications) granted to foreign air carriers by the FAA. For safety authority application procedures and related questions, carriers should contact the appropriate FAA field office based upon the geographical location of the carrier’s homeland.
