1 (48th Session) NATIONAL ASSEMBLY SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Thursday, the 13th December, 2012 (Originally Starred Question No. 47 was set down for answer during the 47th Session) 47. *Ms. Tahira Aurangzeb: Will the Minister for Parliamentary Affairs be pleased to state: (a) whether it is a fact that the twenty million voters have been deprived of from their enrolment in the new Electoral Lists; (b) if so, the steps taken by the Government to Include missing voters in the Electoral Lists? Minister for Parliamentary Affairs (Mr. Farooq Hamid Naek): (a) Under Section-4 of the Electoral Rolls Act, 1974 (ACT NO. XXI OF 1974), Preparation and computerization of electoral rolls for election to the Assemblies is the responsibility of the Election Commission of Pakistan. Therefore, the question was referred to Election Commission of Pakistan for Reply. Their reply to the Question is as follows:— It is not a fact that the twenty million voters have been deprived of from their enrolment in the Electoral Rolls. (b) The Election Commission is making utmost efforts for enrolment of the names of left out eligible voters in the Electoral Rolls by adopting a number of steps. 2 42. *Ms. Shireen Arshad Khan: Will the Minister for Defence be pleased to state: (a) the names of oil companies/firms supplying fuel/oil to the planes of PIA at present; and (b) the year and firm-wise total quantity of oil/fuel purchased/ obtained therefrom during the last five years? Minister for Defence (Syed Naveed Qamar): (a) The requisite detail regarding the names of oil companies/firms supplying fuel/oil to the planes of PIA at present is attached as Annexure-A. HADID International Services 3 4 43. *Mrs. Shagufta Sadiq: Will the Minister for Parliamentary Affairs be pleased to state: (a) the steps being taken by the Election Commission of Pakistan to make fair and transparent forthcoming General Elections; and (b) the total amount to be incurred thereupon? Minister for Parliamentary Affairs (Mr. Farooq Hamid Naek): (a) Under Article 218(3) of the Constitution of the Islamic Republic of Pakistan and Section 5(3) of the Election Commission Order, 2002 (Chief Executive Order No.1 of 2002), it shall be duty of the Election Commission Constituted in relation to an election to Organize and conduct the election and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law. The Question was referred to ECP for Reply. They have informed that:— The Election Commission of Pakistan has taken the following steps for conduct of forthcoming General Elections in fair and transparent manner; (a) Updation/Preparation of Electoral Rolls in collaboration with NADRA. (b) Re-description of Constituencies (under process) (c) Cases of Conduct (d) Procurement of election materials (e) Establishment of Permanent Polling Stations (f) Training of Polling Staff (g) Voter Education (h) Security measures (i) Appointment of Election Tribunals (j) Results management process (k) Election Observation Mission (l) Appointment of Judicial Officers as DROs, ROs 5 (b) The ECP has incurred an amount of Rs.400 million on account of Printing of Ballot Papers etc. for the forthcoming General Elections to the PCP, Press only. However, an estimate of Rs.5,099,962/- as supplementary grant for the forthcoming General Elections has been sent to the Finance Division, which is being examined in that Division. 44. *Ms. Tahira Aurangzeb: Will the Minister for Parliamentary Affairs be pleased to state whether it is a fact that the pick/drop transport facility will be provided by the Election Commission of Pakistan to the voters, in the forthcoming elections; if so, the details thereof? Minister for Parliamentary Affairs (Mr. Farooq Hamid Naek): (a) Under Article 218(3) of the Constitution of the Islamic Republic of Pakistan and Section 5(3) of the Election Commission Order, 2002 (Chief Executive Order No.1 of 2002), it shall be duty of the Election Commission Constituted in relation to an election to Organize and conduct the election and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law. They have informed that:— Pursuant to the Judgment dated 08.06.2012 passed by the Supreme Court of the Pakistan in Constitution Petition No.87 of 2011 (Workers Party Pakistan and Others Vs. the Federation of Pakistan and others), the matter with regard to provision of transportation facility to the voters during the forthcoming General Election whose residence will be at a distance of more than 2 Km from the polling station, is under consideration in the Election Commission of Pakistan. 45. *Ms. Tasneem Siddiqui: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the location-wise reserves/mines of salt in the country at present; and (b) whether those mines/reserves of salt are sufficient to meet the domestic requirements of the country; if so, the period thereof? 6 Minister for Petroleum and Natural Resources: (a) Very large/ deposits of rock salt are known to occur in Salt Range spread over 300 kilometers length in Districts of Chakwal, Jhelum, Khushab & Mianwali (Punjab Province). Huge rock salt deposits are also found in Karak & Kohat Districts (Khyber-Pakhtunkhwa Province). The known rock salt reserves are sufficient to meet domestic requirements of the country for more than 100 years. 46. *Ms. Tasneem Siddiqui: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the name and location-wise reservoirs of precious stones being excavated it the country at present; and (b) the year-wise quantity of those stones excavated during the last four years alongwith the value thereof? Reply not received. 7 47. *Mrs. Nisar Tanveer: Will the Minister for Defence be pleased to state: (a) the statutory mandate of Civil Aviation Authority (CAA) with regard to ensure safe, efficient and properly coordinated civil air transport services; and (b) whether it is a fact that CAA has failed in discharging Its aforesaid statutory functions; If so, the steps being taken to ensure safe, efficient and properly coordinated civil air transport services? Minister for Defence (Syed Naveed Qamar): (a) Civil Aviation Ordinance, 1982 stipulates the responsibilities of Civil Aviation Authority which include safety, efficiency and properly coordinated civil air transport in Pakistan. The mandate of CAA is as under:— (i) provision of civil airports and aerodromes in the country; (ii) provision of air traffic services to aircraft; (iii) provision of navigational services to aircraft; (iv) provision of communication services at the civil airports and aerodromes in the country; (v) provision of aeronautical and flight inspection services to all aircraft registered in Pakistan; (vi) provision of search and rescue services; (vii) provision of crash, fire and rescue services at all airports and aerodromes to aircraft in need; (viii) management of estates at airports and aerodromes; and (ix) any other matter facilitating the achievement of the objects of this Ordinance. 8 (b) No. CAA is doing its best to ensure safe skies according to ICAO Regulations. Following steps have been taken to further improve safety and efficiency of civil air transport in Pakistan:— (i) The regulatory role of CAA has been separated from service provider. (ii) Accident Investigation function has been transferred from CAA to the Government (iii) States Safety Programme (SSP) as prescribed by ICAO has been implemented. (iv) Aviation Safety Management System (SMS), as prescribed by ICAO, has been implemented in CAA as well as other service providers (airlines, ground handlers etc). (v) Introduction of Technology, Training and Regulation is in the process to improve the existing processes. 48. *Mrs. Nisar Tanveer: Will the Minister for Petroleum and natural Resources be pleased to state: (a) the year-wise Petroleum Development Levy (PDL) collected during the last four years; (b) the details of projects completed by the utilization of said levy alongwith the cost of each project thereof; (c) whether it is a fact that said levy transferred to other sector or used to finance the national budgetary deficit; if so, the reasons thereof; and (d) the steps being taken to evolve an integrated mechanism to ensure spending the development levy only on financing future gas infrastructure?
