
Petition For Rulemaking B+ Broadcasting, LLC KRNR CHANNEL 224A GOLDTHWAITE, TX B+ Broadcasting, LLC, (“B+”) hereby submits this petition for rulemaking involving a change to the table allotments specified in 47CFR 73.202b for San Saba, Goldthwaite, and Hamilton TX. Background: B+ wishes to change the KRNR channel from Channel 263A to Channel 224A. S Content Marketing, LLC, (“S”) had a now expired construction permit which allocated Channel 224A to San Saba TX, BPH-20160601ABG in which S petitioned for a change in allotment to San Saba TX for KNUZ from Channel 291A to Channel 224A. Petition: B+ proposes to delete the vacant allotment that is the result of the expired S permit, BPH-20160601ABG. B+ proposes to replace existing KRNR Channel 263A at Goldthwaite with Channel 224A. B+ proposes to add Channel 263A to Hamilton TX. Hamilton has no full time local service except an essentially daytime only AM Station, KCLW FID#10500, which provides no nighttime interference free service with its 10 watts at night to the city of Hamilton. San Saba will continue to be served by KNUZ Channel 291A FID#65315 and KROY (AM) FID#65316, which provides daytime and nighttime interference free service to all of San Saba. Pg.1 The B+ proposals specify allotment coordinates that are fully spaced in accordance with 47CFR 73.207 to all facilities and applications with the exception of the Channel 224A allotment at San Saba to the KRNR proposal, and the Hamilton Channel 263A proposal to the presently licensed KRNR. The proposed allotment at Hamilton does not meet the 16.2 kilometer circle coverage of the entire boundary of the proposed city of license. The Hamilton site can be shown to cover the entire community boundary and population of Hamilton from an existing tower, ASR #1052691. The entire community is encompassed fully by the 60 dBu 50-50 contour of the hypothetical facility on this existing tower and can be shown to cover 100% of the population and 100% of the area of the city of license with alternate methodology of coverage prediction. The alternate method indicates over 50% increase beyond the FCC 70 dBu 50-50 contour which alone justifies the use of an alternate method of coverage. The Goldthwaite proposal for Channel 224A is fully spaced to all facilities and allotments with the exception of the vacant allotment in San Saba. This Petition for the change in the FM Table of Allotments is as follows: Present Table San Saba: Channel 291A, Channel 224A Goldthwaite: Channel 263A Hamilton: None Proposed Table San Saba: Channel 291A Goldthwaite: Channel 224A Hamilton: Channel 263A Pg.2 The KRNR Channel 224 proposal reference and antenna site are the same at N 31 23 23.5 / 98 33 05.1W (NAD 83). This proposal improves coverage to Goldthwaite by eliminating a rudimentary directional antenna (that is designed primarily to protect a second adjacent facility in Austin), rather than provide optimum coverage to the community of license. This proposal eliminates the directional antenna and provides service to 8,450 people and 2,561 sq km with new third service to 47 people and 52.77 sq. km. and fourth service to 321 people and 269.36 sq. km. and a total service area of 8,818 people and 4,546 sq. km. The Hamilton Proposal at ASR 1052691 reference coordinates N31 39 48.1 / W98 21 29.4 (NAD 83) provides new additional service to 7,670 people and 4,290 sq. km., new second service to 186 people and 186 sq. km, new third service to 1,273 people and 690 sq. km., and new fourth service to 2,679 people and 1244.87 sq. km. See the following pages for details of the allocation coordinates and service counts. See the application 0000107517 and attached pages for details of coverage to proposed city of license. Pg.3 TECHNICAL EXHIBIT Petition for Rulemaking B+ Broadcasting, LLC KRNR CHANNEL 224A GOLDTHWAITE, TX Channel 224A Goldthwaite Allocation: Channel 224 is fully spaced at the antenna and reference coordinates of N31 26 23.5 / W98-33-05.1 (NAD 83) with the exception of the vacant San Saba allotment. This is the site of the presently licensed KRNR. The proposal specifies an antenna at 42 meters above ground level 573 m amsl at 3.9 kW ERP for a full Class A with a non directional antenna. The community of license is fully encompassed by 16.2 kilometer allocation contour at this location. See the following pages 6 -10 for allocation details, maps and service details. Channel 263A Hamilton Allocation: Channel 263 is proposed at the allotment coordinates of N31 39 48.1 – W98 21 29.4 (NAD 83). These coordinates are the location of an existing tower ASR 1052691. The base elevation is 437.3 meters and the overall height is 95.7 meters. For this site, a height above ground level of 94 meters was utilized. This location does not provide a 16.2 kilometer allotment contour that encompasses the entire community of Hamilton. Assuming a 6 kW ERP, and a 93.47 meter HAAT, this location does provide both a class contour of 28.3 kilometers and a 60 dBu 50-50 contour that encompasses all of Hamilton and Pg.4 beyond. The 70 dBu 50-50 contour on the bearing to Hamilton of 80 degrees is 18.51 kilometers. On this same bearing the FM PTP V2 70 dBu contour shows a distance of 25.9 kilometers, and the Longley-Rice calculated “mean” 70 dBu contour shows a distance of 34.5 kilometers. This is 39.9% and 86.38% increase over the FCC contour, respectively, which justifies the use of these alternate methods of predicting coverage.¹ The VM PTP v2 covers 100% of the population of Hamilton and 92.1% of the area and the Longley-Rice calculated contour demonstrates coverage to 100% of the population and 100% of the area of Hamilton. All contours and calculations were done with a computer program, V- Soft Probe 4 using FCC 30 second terrain as a primary and NED 03 second terrain as a secondary database.
