Clutha District Council – 10 December 2020 Bronson Blackbourn TUIA 2020 7 Clutha District Council Item for DECISION Report Water Supply Fluoridation Reinstatement Meeting Date 10 December 2020 Item Number 2 Prepared By Jules Witt – Group Manager Service Delivery File Reference 501884 REPORT SUMMARY This report provides information for Council to consider the reintroduction of Fluoridation in the townships of Balclutha, Milton, Kaitangata and Tapanui. RECOMMENDATIONS 1 That Council receives the ‘Water Supply Fluoridation Reinstatement’ report. 2 That Council approve a budget of $352,000+GST for the reintroduction of fluoride in the townships of Balclutha, Milton, Kaitangata and Tapanui to be funded from a loan and notes that increased operating costs of approximately $57,000+GST per annum also be included in budgets. or That Council do not approve the reintroduction of fluoride in the townships of Balclutha, Milton Kaitangata and Tapanui and that this issue is highlighted for community consultation and work programme in the 2021-31 Long Term Plan. REPORT 1 Background The water supply of Balclutha has been fluoridated previously for many years. The townships of Milton, Kaitangata and Tapanui were fluoridated from 2010 after referenda in each community in 2007 showed a majority of customers supported fluoridation in those areas. These three systems were supported by grants from the Ministry of Health (MoH) in the order of $40,000 to $50,000. The 2007 referenda results are listed below: Tapanui 51% Yes (194 votes) 49% No (185 votes) Clutha District Council – 10 December 2020 Water Supply Fluoridation Reinstatement 8 Milton 63% Yes (748 votes) 37% No (436 votes) Kaitangata 61% Yes (208 votes) 39% No (133 votes) The agreement with the MoH required Council to fluoridate for a minimum of 10 years or a pro-rata repayment may be required. The saturator equipment supplied by the Ministry of Health failed in approximately 2017 and replacement equipment was purchased so fluoridation could continue. As the original equipment had failed and Council had reinstated this at our cost, we are of the opinion that our obligations under the original agreement have been met. Citycare Water commenced our Three Waters Operations and Maintenance Contract on 1 July 2019. After operating these systems for several months, they identified that the systems were not up to an appropriate standard in regard to current health and safety standards. They ceased fluoridation in October 2019 and removed the equipment and stripped the dosing rooms and removed all powdered fluoride. The equipment was rendered unusable as part of the removal and clean-up process. The equipment was assessed by a supplier in Christchurch and they confirmed that it was no longer able to be used. Initial discussions to replace the fluoride equipment were held with Citycare Water and initial estimates to reinstate fluoridation at the four sites were $1.2 million to $1.4 million. This was considered not economic for the scale of these sites with other significant compliance work on the horizon for Council. Due to the significant cost, options for lower cost systems were explored with Citycare and another supplier – Filtec. This has included visits to other sites and discussions with Citycare Water regarding the design and operation of new fluoridation systems. These discussions have highlighted some concerns, but these are expected to be able to be resolved with the equipment supplier and Citycare prior to installation. Powdered fluoridation systems are in operation across New Zealand and are considered to be operating safely. Both Dunedin and Invercargill City Councils use powdered fluoridation systems. The intention of this report is not to debate the merits of fluoridation as this had already been considered by Council when fluoridation was originally introduced. However, as this has been a contentious and publicised issue in other areas of New Zealand information on fluoridation has been gathered from those who have recently been in contact with Council about this issue – both
