CALL TO ORDER Mayor Pellegrini called the meeting to order. A quorum was present. 2. INTRODUCTION OF ADDENDUM ITEMS The Clerk advised that a Committee of the Whole Closed Session meeting has been added to tonight’s meetings regarding a ‘Litigation or Potential Litigation Affecting the Municipality’ and the Council Agenda has been revised to reflect the addition of this meeting. The Clerk advised that an item has been PULLED from the Committee of the Whole Agenda, C.O.W. Item #1 – Parks, Recreation and Culture Department and King Public Libraries Joint Report JR-2016-06. The Clerk advised that correspondence has been received and circulated prior to this evening’s meeting for: Committee of the Whole Item #5 – Planning Dept. Report No.: P-2016-48 – Applications for Official Plan Amendment, Zoning By-law Amendment and Site Plan Development Approval and Committee of the Whole Item #6 – Planning Dept. Report No.: P-2016-47 – Zoning By-law Amendment Application, File No. Z-2016-13. APPROVAL OF AGENDA A motion was made by Councillor Eek, seconded by Councillor Schaefer and carried that the Agenda for the Council Meeting of November 28th 2016 be adopted, as amended. 4. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest. 5. MAYOR’S COMMENTS Mayor Pellegrini highlighted the recently held and upcoming community events in the Township of King, being: Schomberg Zoning By-law Review, Main Street Christmas in Schomberg, Christmas in Nobleton, extension of the yard waste collection one (1) additional week, and the ‘Trees of Giving’ at the King Heritage and Cultural Centre (Museum). 6. PUBLIC MEETING(S) 6.1 Planning Department Report Number P-2016-49 Re: Applications for Official Plan Amendment OP-2016-03, Draft Plan of Subdivision 19T-06K01, and Zoning By-law Amendment Z-2016-07 Subject Lands: 2710 King Road; 13371 Jane Street; Part of Lots 7 & 8, Conc. 4 Applicant/Owner: Mansions of King Inc. c/o Joseph Chetti (a) Presentation by Gaspare Ritacca, Manager of Planning and Development Mr. Ritacca reviewed Planning Department Report P-2016-49 and the proposed application for an amendment to the Township’s Official Plan (King City Community Plan) and seek approval for related applications for Draft Plan of Subdivision and Zoning By-law to permit the development of 318 residential dwellings comprised of single detached lots and one (1) block identified for medium density residential which may be either townhouse type dwellings or low rise apartments. The subject lands are located east of Jane Street, north of King Road, and described as Part of Lots 7 and 8, Concession 4 in King City. The subject lands are currently used for agricultural, rural and residential purposes and contain various environmentally sensitive areas and/or related buffers, including the main branch of the East Humber River Valley. Mr. Ritacca advised the application is subject to the King City Community Plan, the Township’s Official Plan, the Region of York’s Official Plan, the Provincial Policy/Plans and the Oak Ridges Moraine Conservation Plan. Mr. Ritacca noted that it is recognized that the proposed official plan amendment will assist in achieving the above noted growth targets set the by Growth Plan and the Region of York Official Plan. Mr. Ritacca commented that correspondence has been received and circulated prior to this evening’s meeting. (b) Presentation by Applicant Robert Dragicevic, Senior Principal, Walter, Nott Dragicevic Associates Limited, provided a slide presentation overview on the application and commented on the following: the project team, application background, supporting documents, opportunities and constraints, proposal, low impact techniques, and conclusions. Mr. Dragicevic responded to questions. (c) Public Comments and Concerns (i) Mary Muter Ms. Muter read from a letter prepared by Gary Hunter and environmental and engineering consultants who commented on the following: grading plan, 2014 Hydrogeology Report, TRCA and compliance with the Base Line, regulatory flood limits throughout the property, and pre- development and post development water balances.
