Sincerely, Gary Locke U.S. Department of Commerce 3 Economic Development Administration - FY 2008 Annual Report Statement from the Chief Financial Officer and Chief Administrative Officer Economic Development Administration I am pleased to report to Congress the achievements of the U.S. Department of Commerce’s Economic Development Administration (EDA) on behalf of the American people during FY 2008. EDA’s mission is to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy. The agency does this through grants to states, local government entities, and eligible non-profits to create jobs and generate private investment. Our investments assist communities to develop the conditions necessary for job creation, often in the midst of economic hardship or adjustment. EDA’s investments have two major goals: attracting private capital investment and creating higher-skill, higher-wage jobs. In FY 2008, including reimbursables and disaster supplemental funds, EDA awarded investments that totaled approximately $302 million. Of this amount, approximately $220 million funded construction projects that are expected to create about 59,000 jobs and generate nearly $7 billion in private investment, according to grantee estimates at the time of the award. This yields an average cost of $3,697 per job and a private capital investment to taxpayer dollar ratio of 31 to 1. EDA’s strong results are a product of our focus on four funding policy priorities that support: • Collaborative, long-term, regional approaches to economic development • Innovation • Competitiveness • Investment strategies to connect regional economies with worldwide markets. In this annual report, we are proud to outline our achievements during FY 2008 and to mark EDA’s 43rd year of assisting America’s economically distressed regions to create jobs and increase economic opportunity.
