USSIA Uganda Small Scale Industries Association Bank of Uganda ACF Progress Report as at September 30, 2020 v 1 Executive Summary The Agricultural Credit Facility (ACF) which was established in 2009 by the Government of Uganda (GoU) has demonstrated steady progress over the years. Since 2010, the Scheme had registered significant growth of the loan book from UGX 21.02 billion to UGX 525.99 billion (or UGX 0.53 trillion) cumulative total disbursements as at September 30, 2020 extended to 813 eligible projects across the country; of which GoU contribution amounted to UGX 267.19 billion. The disbursement amount included Eighteen (18) block allocations comprising of 168 eligible projects for micro and small farmer borrowers; with a total loan amount of UGX 2.81 billion of which GoU contribution amounted to UGX 1.63 billion as refinance; with timely repayments as per the amortisation schedules. Out of the entire portfolio, UGX 46.09 billion had been committed for projects pending fulfilment of disbursement conditions by the respective PFIs, while a cumulative total of UGX 141.98 billion has since been repaid to Bank of Uganda. By September 30, 2020, GoU had transfered UGX 153.56 billion to the ACF capital Account for onlending to viable projects. Therefore, the GoU contribution of UGX 267.19 billion was attributable to the Capital Account funds and the repayments/reflows. A total of Twenty Four (24) projects with outstanding GoU contribution amounting to UGX 5.82 billion had been declared delinquent (NPL) by the respective PFIs which represents 2.17 percent of the total loans refinanced to the PFIs up from 1.24 percent prior to the Covid-19 pandemic. The ACF is playing a leading role in providing medium to long term financing towards private sector investments and projects engaged in primary agricultural production, agro-processing and value addition to raw agricultural outputs, post harvest management, the Grain trade, commercialisation and modernisation of agriculture; with the requisite for increased capacity to create jobs, augment household income, boost export promotion and import substitution; in order to foster socio-economic transformation through agri-led industrialisation. A desk review was undertaken basing on a Sample of 100 funded projects to establish employment generated and other economic benefits.
