Gender Training Status of Government Officials

Government of the People’s Republic of Bangladesh Bangladesh GENDER TRAINING STATUS OF GOVERNMENT OFFICIALS October 2006 Capacity Building for Gender Mainstreaming Project Ministry of Women and Children Affairs www.cbgmp.org Preface The Capacity Building for Gender Mainstreaming Project (CBGMP) is implemented by the Ministry of Women and Children Affairs (MWCA), Government of Bangladesh (GoB) and supported by UNDP. The project promoted gender-responsive governance through two main components - engendering major civil service training courses and assisting MWCA to formulate a programme approach to gender mainstreaming in Bangladesh. Aspiring to develop gender-responsive governance through gender-sensitive training to government officials across the sectors at different levels, the project collaboratively worked with the four national apex training institutions as partners, they were, Bangladesh Public Administration Training Centre (BPATC), Bangladesh Civil Service Administration Academy (BCSAA), Academy for Planning and Development (APD) and National Academy for Educational Administration (NAEM). It was envisaged that by the end of the project, the partner institutions would be equipped with adequate capacity to provide gender-sensitive training for relevant government officials in ministries and ancillary organizations that would transform their knowledge into gender-sensitive policy making and project planning, implementation, monitoring and evaluation. The gender training was expected not only to provide information but, importantly, to sensitise participants on gender issues. In collaboration with the four partner agencies - BPATC, BCSAA, APD and NAEM, the project accomplished the following in gender training: · Review, update and incorporate a gender perspective in the curricula of existing courses; · Develop a comprehensive common GAD training manual which can serve as a reference manual for trainers in various fields; · Provide training of trainers (ToT) to organise and develop capacity of a core team of trainers selected from the training institutions; · Support the core team to provide training to other trainers in their respective institutions; and · Ensure institutionalisation of gender issues in the training programmes of the partner institutions. During the project period a total of 2780 (Female 665, male 2115) Bangladesh Civil Services Cadres and other GoB Officials participated in different categories of trainings and workshops. The categories included: · ToT on Gender (10-days course; 5 batches; total: 122, female: 49, male: 73) · GAD Training (3/5-days course; 12 batches; total: 271, female: 129, male: 142) · Trial run (4-days course; 3 batches; total: 71, female: 32, male: 39) · Gender Sensitization Training o Courses at NAEM (14 batches; total: 1102, female: 227, male: 875) o Courses at BCSAA (6 batches; total: 273, female: 57, male: 216) o Courses at APD (8 batches; total: 196, female: 56, male: 140) o Courses at BPATC (11 batches; total: 745, female: 115, male: 630) This report includes an inventory/record of all GoB officials who participated different trainings/workshops during the project period.
