Alumni News Southern Illinois University Vol. 36, No. 3, October, 1974 Living Endowment Begins The Living Endowment of Southern Illinois University was launched last month by President Emeritus Delyte W. Morris as the first annual gifts program of the SIU Foundation. In a letter to alumni and former students Morris declared that he had accepted the national chairmanship "because I have seen some of the great work SIU has been doing for the last one hundred years." The new program is designed to afford alumni and friends the opportunity to express their interest in and support of the University. It is no longer a "tax supported" institution but has evolved into a "tax assisted" institution. Alumni Association Projects are among the areas to which gifts may be designated. The Alumni Telethon will become a part of the "Living Endowment" through Alumni Club groups and will serve as a part of the follow up campaign. Other areas to which gifts may be made include Oppor­ tunity Capital or "where the need is greatest"; Scholarships Dorothy R. Davies and the Dorothy R. Board Approves Budgets Southern Illinois University-Carbondale is asking the Illinois Board of Higher Education to recommend a $76.8 million operating budget and $30.6 million for capital construction projects during the fiscal year beginning next July 1. Included in the capital construction requests last month is $6.9 million for an emission control system for the SIU-C cen­ tral steam plant, $7.1 million for a new School of Technical Careers (formerly VTI) classroom building on the main Car- bondale campus, a $7.2 million School of Law building and $1.8 million to remodel the SIU-C Dorothy R. Davies Gym­ nasium. Major items in the operating budget include $6.7 million for faculty and staff salary increases, $3.2 million for new pro­ grams at the School of Medicine and $3.9 million for other new and expanded programs. This is a $13.4 million increase.
