City Clerk wrq An Equal Employment Opportunity- Affirmative Action Employer \J File No. 15-0044 TRANSPORTATION COMMITTEE REPORT relative to prohibiting the parking of oversized vehicles on Beverly Glen Boulevard between Comstock Avenue and Sunset Boulevard. Recommendations for Council action, as initiated by Resolution (Koretz- Parks): 1. RESOLVED, pursuant to California Vehicle Code Section 22507, to hereby prohibit the parking of vehicles that are in excess of 22 feet in length or over 84 inches in height, during the hours of 8 AM to 4 PM, daily, on both sides of Beverly Glen Boulevard between Comstock Avenue and Sunset Boulevard. 2. DIRECT the Los Angeles Department of Transportation (LADOT), upon adoption of this Resolution, to post signs giving notice to the public of the parking restrictions on both sides of both sides of Beverly Glen Boulevard between Comstock Avenue and Sunset Boulevard, except for blocks where parking/standing/stopping is already prohibited at all times. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report. Community Impact Statement: None submitted. SUMMARY On January 14, 2015, Council considered Resolution (Koretz - Parks) relative to prohibiting the parking of oversized vehicles on Beverly Glen Boulevard between Comstock Avenue and Sunset Boulevard. Resolution states that the increasing prevalence of oversized vehicles parking during weekdays and Saturdays in the residential neighborhood, along Beverly Glen Boulevard between Sunset Boulevard and Comstock Avenue, is diminishing the quality of life for residents and creating significant public safety issues in this residential area. Significant public safety issues such as limiting the visibility between residents trying to exit their driveways and motorists driving along Beverly Glen Boulevard are caused by these vehicles. Most of Beverly Glen Boulevard between Sunset Boulevard and Comstock Avenue does not have sidewalks, and many of the residential properties have landscaping or fencing that extends out to the curb line, such that pedestrians in this residential neighborhood have to walk in the street, and the reduced visibility between pedestrians and oversized vehicles may result in pedestrians in the roadway that are unexpected to motorists. And furthermore, littering and loitering on private lawns and driveways that front Beverly Glen Boulevard, and the loss of available residential parking, by persons conducting business from the oversized vehicles and their patrons. Resolution goes on to state that a similar situation was occurring on Beverly Glen Boulevard between Comstock Avenue and Wilshire Boulevard in 2011. Oversize parking signs implemented by LADOT seemed to satisfactorily address that problem, it has now migrated north on Beverly Glen Boulevard between Comstock Avenue and Sunset Boulevard. Resolution recommends that Council established oversized vehicle parking restrictions for Beverly Glen Boulevard between Sunset Boulevard and Comstock Avenue. Council referred Resolution to the Transportation Committee for consideration. At its meeting held January 28, 2015, the Transportation Committee recommended that Council approve the proposed oversized vehicle parking restrictions for the residential area described above.
