The DMA 2000 (also known as Public Law 106-390) requires state and local governments to prepare hazard mitigation plans to document their hazard mitigation planning process, and identify hazards, potential losses, mitigation needs, goals, and strategies. This type of planning supplements the City’s comprehensive emergency management program. Under DMA 2000, each state and local government must have a federally approved hazard mitigation plan to be eligible for hazard mitigation grant funding. The City’s Hazard Mitigation Task Force consisting of City staff from various departments (Task Force) used FEMA’s approach to accomplish the following: Develop a Task Force Identify hazards posing a significant threat Profile these hazards Estimate inventory at risk and potential losses associated with these hazards Develop mitigation strategies and goals that address these hazards Develop plan maintenance procedures for implementation after the California Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA) approve the mitigation plan. As required by DMA 2000, the City informed the public about the planning process and provided opportunities for public input. In addition, key agencies and stakeholders shared their expertise during the planning process. This Hazard Mitigation Plan documents the process, outcome, and future of the City’s mitigation planning efforts. The structure of the plan enables people to use a section of interest to them and allows the City to review and update sections when new data is available. The ease of incorporating new data into the plan has resulted in a hazard mitigation plan that remains current and relevant to the City of Anaheim. Part I of the City of Anaheim’s Hazard Mitigation Plan consists of four sections, including the Introduction, Mitigation Strategies, Planning Process, and Plan Maintenance. Part II of the Hazard Mitigation Plan consists of Community Profile, Risk Assessment, and Hazard-Specific Analysis. Part III of the Hazard Mitigation Plan is a collection of Appendices supporting the plan. Plan Mission The mission of the City of Anaheim Hazard Mitigation Plan is to promote public policy designed to protect citizens, critical facilities, infrastructure, private property, and the environment from natural hazards. This is achieved by increasing public awareness, documenting the resources for risk reduction and loss-prevention, and identifying activities to guide the City in creating a more sustainable community. Prepared by: Hazard Mitigation Plan 6 for the City of Anaheim HAZARD MITIGATION PLAN Hazard Mitigation Planning Process The process for the 2015 Anaheim Hazard Mitigation Plan started with identifying members for the Hazard Mitigation Task Force. Each team member represented different City departments and specific divisions within those departments with a role in mitigation efforts. The Task Force met multiple times, and identified characteristics and consequences of natural hazards with significant potential to affect the City. Hazard mitigation strategies and goals were developed by understanding the risk posed by the identified hazards. The group also determined hazard mitigation activities and priorities to include scenarios for both present and future conditions (see Appendix F: Mitigation Action Items List). The final Hazard Mitigation Plan will be implemented through various projects, changes in day-to-day city operations, and through continued hazard mitigation development. Public Input The Task Force recognizes that community involvement increases the likelihood that hazard mitigation will become a standard consideration in the City’s evolution. The resources and information cited in the Mitigation Plan provide a strong local perspective and help identify strategies and activities to make the City of Anaheim more disaster resistant. Additionally, the Plan and an associated survey were made available for public review and input via electronic venues, including the City’s website (www.Anaheim.net) as well as Facebook. The survey was also distributed at multiple community events via iPad to receive community
