
The Greatest Show on Dirt. CABA Colorado Rules and Eligibility Requirements. January 2014 Team Eligibility Requirements 2.1 Team Composition Teams entered in any CABA Colorado tournament shall have a roster composed of a minimum of 9 players and a maximum of 20 players. A team may add up to 3 additional players to their roster per season, once rosters are frozen. Rosters will be frozen upon teams completion of the first CABA Colorado tournament for the current season.. No out of state players are permitted on any CABA Colorado Roster. *exceptions will be allowed when C.A.B.A teams from other states visit their rosters will be allowed. 2.2 Rosters Team manager or Coach will be responsible for completing the CABA Colorado on line roster. Players names on rosters must appear exactly as they are listed on their Birth Certificate. Printed rosters and completed liability waiver are to be signed by parents and submitted at check in prior to the start of your first game. If a team has a previous copy of their roster & liability waiver on file with the CABA Colorado office a new roster for each tournament will only be required if there are changes to the original roster. If the opposing team finds a player in a game who does not appear on the teams original roster and no revised roster was provided, the player must immediately be removed from the game or a forfeit will be declared. A player may appear on two CABA Colorado rosters during the tournament season (year), regardless of age division. A Player may not play on two rosters on the same event dates. CABA Colorado Directors reserve the right to review individual situations and make final decisions on roster rules. CABA Colorado also reserves the right to review player transfers and issue decisions on roster moves. Roster changes must be completed and submitted at least 1 hour prior to scheduled start of the tournament. 2.3 Proof of age During all CABA Colorado tournaments proof of age must be available throughout the entire tournament. The players must appear on the roster as on the acceptable form of proof. o Acceptable forms of proof of ages are . A copy of a state issued or hospital birth certificate . Military Certificate of birth or passport. Failure to produce proof of age documentation upon request of the tournament directors will result in the player being declared ineligible for participation. Any further action including but not limited to forfeit and team removal from the tournament will be left to the descretion of the tournament directors. 2.4 Birthday Cut off April 30th of the current year is the birthday cut off used in all CABA age divisions. NOTE: A player’s age on April 30th of the year of participation shall be the player’s age for that season. - 1 – 1/15/20143:53:52 PM 2.5 Age Divisions CABA Colorado offers competition in individual age levels 8-18. In the 8-14 year old age groups the players age as of April 30th of the season in question will be the age in determining a player’s eligibility. In the 15-18 year old age groups, the player’s age and grade will be the guidelines for a player’s eligibility. o For example PLAYER PLAYER PLAYER MEETS AGE AGE AGE AGE SCHOLASTIC AGE GRADE ON APRIL ON NOT DIVISION ON APRIL 30 DIVISION 30 GRADE APRIL 30 BIRTHDAY 15 U - 8 8 12 12 FRESHMAN 15 16 16 U 9 9 13 13 SOPHOMORE 16 17 10 10 14 14 17 U - JV 17 18 11 11 18 - VARSITY 18 Coach may register his team with CABA Colorado at the desired level of play at the beginning of the season. Teams may request to re-sanction by completing the CABA Colorado request for re-sanctioning form available at www.cabacolorado.com. Final determination of level is at the discretion of the CABA Colorado State Directors. Following the completion of each tournament CABA Colorado State Directors will review ALL teams’ rankings and tournament performance and at that time may require teams to move “up” in the level of play. Final determination of level is at the discretion of the CABA Colorado State Directors. 2.6 Player Eligibility A player may play up in age and division but may not play in a lower age or division in his/her current season. Example-A player may appear on two rosters in the same season as Players may not play with two different teams in the same weekend. Once a player is listed on a roster they are frozen and may not transfer from that roster regardless of status with the team. . No roster changes may be made less than 1(one) hours prior to the start of the tournament unless approved by the CABA Colorado State Directors. 2.7 Proof of Insurance All teams participating in any CABA Sanctioned event must show proof of General Liability and Participant Accident Coverage. Coverage may either be a program preferred by CABA or a similar policy that will cover the team for CABA events. Liability shall not be less than 1 million dollars. 2.8 Concussion Certification At least two coaches for each team on the field at any time during any event are required to have proof of concussion certification. Certification certificates must be turned in at the time of team check in prior to start of event. Concussion certification can be completed at http://www.cdc.gov/concussion/HeadsUp/youth.html 2.9 Tournaments CABA Colorado state tournament bids will be earned by any of the following methods. o Qualify through a CABA Colorado sanctioned tournament. o Finish 1st or 2nd in a CABA Colorado Approved League o Finish in the top 5 for CABA Colorado State Point Rankings o At large berths may be awarded at the discretion of the CABA Colorado State Directors. o State Berths will be awarded to the top 25% of each age group/division at each tournament. o Pool Play/Tie breaker criteria (1) Win/loss record (2) head to head. (only when 2 teams are tied if there are more than two teams tied we will move to #3 and head to head will not apply at any point.) 3) Average Runs Allowed (vs all teams played not just tied teams). (4) Average Run Differential (against all teams not just tied teams) (maximum +/- 7 runs per game). (5) Coin Toss- Once you move from one tie breaker to the next you do not go back. - 2 – 1/15/20143:53:52 PM CABA Colorado Rules of Play All CABA Colorado tournaments will follow the Official Rules of Professional Baseball (as published by the National Baseball Congress) and these rules of play. 3.01 Playing field and equipment. 3.01 A The playing field dimensions for all CABA Colorado events shall be as follows: FIELD DIMENSIONS AGE PITCHING BASE DIVISION DISTANCE LENGHTHS 8U 40' 60' 9U 44' 65' 10U 46' 65' 11U 50' 70' 12U 50' 70' 13U 54' 80' 14AA 54' 80' 14AAA,M 60'6'' 90' 3.01 B Metal Spikes o In age divisions 8U-12U Metal spikes are prohibited o In age divisions 13U- 18 Metal spikes are allowed 3.01 D All players are to be fully uniformed in baseball pants, socks, baseball caps, shoes and team jerseys with non duplicating numbers at least 3 inches in height. o The catcher shall wear appropriate protective gear including a catcher’s helmet which fully covers their ears, with face mask and a throat guard, chest protector, shin guards and protective cup. o Offensive players and base coaches under the age of 18 must wear a double ear flap batting helmet at any time when outside of the dugout. o No jewelry of any kind will be allowed. 3.01 E Bat restrictions-Any BBCOR bat is allowed. For ages 14 and under a max barrel size is 2 ¾. Must be labeled 1.15 BPF. For ages 15 and up BBCOR is a must. 3.02 Game Preliminaries 3.02A Home team will be determined by a coin toss for pool games. For ALL bracket games higher seed will have the choice of home team or visiting team. o Home team will be the official scorebook and responsible for completion and return of score card to the home plate umpire. Electronic score books will be allowed as long as a printable copy is available at the request of the tournament director. o Upon completion of the game, both coaches must sign the game cards and verify the score and pitching. Once you sign a game card, you are stating that the information on the card is correct. Any objections to the umpires game cards will require both coaches be present with their respective score books. CABA Colorado state directors have the final say on any changes once score cards are turned in. 3.02 B Teams may bat 9 players, 10 players using an extra hitter (EH) or bat their entire line up. A team’s line up choice must be declared prior to the start of the game and must be used for the entire game. At no time is using a DH allowed for 8-14U. - 3 – 1/15/20143:53:52 PM o 3.02 b1: If a team uses a line up with substitutes, starters may return to the line up once after being removed. Starters MUST return into the same batting slot which they started the game in.
