(Intro. 2/4/20; Public Hearing 3/10/20) Background: In October 2018, the City of New Rochelle was selected to receive $10 million from Governor Cuomo’s Downtown Revitalization Initiative (DRI) Grant. One of the approved projects under the aforementioned grant is the construction of a new children’s playground, along with other park improvements, at the newly constructed Heritage Homes located at 51 Winthrop Avenue. The park will be built on the site of the last remaining Hartley House apartment building which is in the process of being demolished. Issue: The Department of Development would like to reprogram $50,005 of unexpended prior year CDBG funds, originally allocated to administration and project delivery costs, to help fund the purchase of playground equipment that will be included at the new Heritage Homes Park. A 30-day public comment period will run from February 12, 2020 to March 13, 2020. City Council will vote on the proposed amendments to the budget, as well as proposed amendments to both the 2018-2022 Consolidated Plan and 2018 Action Plan, at RLM scheduled for March 17, 2020.
