The remainder of the site is mainly used as open paddocks and for horse grazing. The land rises up from Curdridge Lane before sloping southwards towards Bull Lane 1.5 It is proposed to access the site via an improved simple priority T-junction from Sandy Lane, approximately 75m south of Curdridge Lane, at the location of the existing accesses. The LPA Policy recognises that this access should be maintained to serve the existing properties. 1.6 This Transport Assessment has been prepared to advise the Local Planning Authority of the potential highway implications which could arise. The transport issues relating to the development will be set out, and the existing conditions investigated. The proposed development’s traffic flows will be assessed along with the resulting traffic generation. 1.7 The site and surrounding area have been visited and turning count surveys have been undertaken at a number of junctions in the surrounding area. A speed survey has also been undertaken, in the vicinity of the proposed site access. 1.8 A Public Exhibition has been held in Waltham Chase Methodist Church allowing the public to comment on the proposed development. The comments received from the public exhibition will be discussed later in this Report. 1 _________________________________________________________________________________________ Bellamy Roberts Sandy Lane, Waltham Chase: Transport Assessment ______________________________________________________________________________ 1.9 Whilst the Draft Local Plan Policy WC3 states that the access to the site should be from Curdridge Lane, the preamble also states that access to the existing properties should be maintained (access to the existing properties is via Sandy Lane). For the reasons stated within this Report, the scheme is being promoted with the sole vehicular access from Sandy Lane, in the location of an existing access. This is dealt with later within the report. 2.0 SITE LOCATION 2.1 The site is located in the village of Waltham Chase which is in the Winchester district of Hampshire. 2.2 The town of Bishops Waltham is approximately 3km to the north of the site, while the city of Winchester is some 16km to the northwest. 2.3 The site is bordered to the west by Sandy Lane and by Curdridge Lane to the north. Bull Lane borders the south of the site and residential dwellings border the site to the east. For clarity, a site location plan has been attached at Appendix 1. 2.4 Access to the site is proposed from an improved simple priority T-junction, off Sandy Lane and is approximately 75m south of Curdridge Lane. Local Highway Network 2.5 The application site has a 260m frontage onto Sandy Lane. Sandy Lane is approximately 2.4km long and runs between Curdridge Lane to the north and the A334 to the south. In the vicinity of the proposed site access, Sandy Lane is a little under 5m wide and allows for two-way vehicle flow, however Sandy Lane is narrower to the south. 2.6 Curdridge Lane connects Waltham Chase in the east to Botley Road in the west. The A334 provides access between Wickham and Botley. 2.7 As can be seen by the following image, the site currently has two existing accesses onto Sandy Lane and both are within 15m of each other. One access 2 _________________________________________________________________________________________ Bellamy Roberts Sandy Lane, Waltham Chase: Transport Assessment ______________________________________________________________________________ serves Mount Pleasant Farm while the other serves a number of residential properties which border the site to the east. As noted within the Policy this access needs to be maintained to serve the existing dwellings located east of the site. Image from Google Street View – May 2011 of the Existing Site Accesses 2.8 Sandy Lane is subject to the national speed limit of 60mph. An Automatic Traffic Counter (ATC) has been positioned in the vicinity of the proposed site access to determine the 85th%ile wet weather speeds and also the number of vehicles which currently pass the existing accesses. 2.9 Weather records have shown that no wet weather events occurred during the surveyed week. 2.10 The 85th%ile wet weather speeds observed in the northbound direction were 25.8mph and 26.1mph in the southbound direction. The full results from the speed survey have been attached at Appendix 2. 2.11 Drawing 4593/003 Rev A has been produced which shows the commensurate visibility splays of 2.4m x 36m can be achieved at the proposed access. This is in line with guidance contained within Manual for Streets (MfS) and the recorded 85th%ile wet weather speeds. Drawing 4593/003 Rev A has been attached at Appendix 3. 3 _________________________________________________________________________________________ Bellamy Roberts Sandy Lane, Waltham Chase: Transport Assessment ______________________________________________________________________________ 2.12 A pedestrian footway and street lighting is available along the northern side of Curdridge Lane, in the vicinity of Clayhill Close and heads east towards the centre of Waltham Chase. In the vicinity of Chase Grove, footways are present on both sides of Curdridge Lane. 2.13 Classified turning count data for all junctions potentially impacted by the proposed development has been gathered and will be discussed later in the Report. Review of Recent Traffic Collision Data 2.14 Hampshire Constabulary have been contacted and traffic collision data resulting in personal injury has been gathered. 2.15 Data was requested for the most recent five-year period, from 1st January 2010 to 31st December 2014, to determine whether there are any existing safety concerns on the local highway network. 2.16 Data was gathered from the following junctions and all links in between: • Sandy Lane/Curdridge Lane/Clewers Hill Crossroads; • Curdridge Lane/Winchester Road/Forest Road Crossroads; • Bull Lane/Winchester Road Junction; • Sandy Lane/A334 Junction, and; • Sandy Lane/Bull Lane Junction. 2.17 A summary of the collision data is given in Table 1 and the full Report is attached at Appendix 4.
