G. 0. Reid, M.LA .. Minister of Electrical Undertakings, MELBOURNE. Sir, In conformity with the provisions of Section 82(b) of the State Electricity Commission Act No. 6j77, we have the honour to present the Forty-Second Annual Report of the Commission covering the financial year ended 30th June, 1961. together with Balance Sheet and Profit and Loss Account. The main features of the year's activities were:- • Tl1e year's operation results li'l'rl! stttisfactory despite unfavourable economic conditions and unusually mild weather in the second half of the year. Income-£55.3 million-was 9.8% higher than in the preceding year. e Electricity sales increased by 384 million kWh, or 7.8% as compared with an increase of 8.4% last year. • The Commission supplied more than 99% of the electricity used in Victoria. e The maximum demand on the interconnected system reached 1,322,500 kW on 21st July, 1961 (1.320,300 kW maximum for winter of 1960). e The first 120,000 kW set of the Yallourn "E" Power Station was placed in service. The second set will be in service in June. 1962. • McKay Creek Power Station. Kiewa 96,000 kW - was completed. This completes the present Kiewa construction programme. • First stage (400,000 kW) of the Hazelwood Power Station - planned capacity 1,200,000 kW is proceeding to schedule. The first set is to be in service in 1964 and the second in 1965. e Throughout the State, 924,828 consumers were supplied by the Commission and other undertakers at 30th June. 1961 -- an increase of 35,587 for the year; 32,448 of these new consumers were connected by the Commission. including 2.759 farms. • Briquette produl'lion increaseu by 832,000 tons (85% ). e Brown coal production was 15.2 million tons. 2 million tons more than last year. ECON0:\11(' SKJ'UACK 1961 RETARnEn EU:CTRI('ITY Ai'al IUUQl ETTE SALES In Victoria there has been a considerable check to the growth of electricity sales. In the main, this reflects the dampening down of industrial and commercial activity in Victoria as a result of the national economic measures introduced towards the end of 1960, as well as the effect on growth of domestic demand of the unusually mild autumn, winter and spring of 1961. The adverse conditions not only influenced the results in the second half of the financial vear under review, but extended throughout the first 10 months of 1961 In the 1961 winter months, for example. the Commission's total sales were no greater than in the correspond­ ing 1960 period. As is to be expected, the same business and weather conditions have retarded the very necessary development of the briquette business. In the face of these difficulties the increased sales in the household market, and the holding of industrial business, represent a mt;ritorious achievement by the sales organisation. It would appear that of all the States Victoria has felt most the combined effects of the reduction in employment and consumer demand. particularly through the large-scale in­ dustries. 7 It is clear that 1961/62 will not be a successful financial year for the Commission unless there is an early change for the better in the Victorian economic conditions, whereby industrial sales in particular will be greatly increased.
