PREPAREDNESS (Tab A) The National Disaster Risk Reduction and Management Council (NDRRMC) conducted Preparedness Measures Meeting for the Annual Commemoration of All Saints’ Day and All Souls Day on 29 October 2015 at the NDRRMC Building, Camp General Emilio Aguinaldo, Quezon City to discuss the Member Agencies’ preparations and contingency plans to ensure public safety, transport security, health emergency, and peace and order. NDRRMC Conference Room Furthermore, the NDRRM Operations Center maintains "BLUE ALERT" status on 29 October 2015 relative to “ALERTO UNDAS 2015” for prompt coordination, monitoring, and reporting, to provide decision-makers, the public, and all concerned stakeholders with valuable information. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) a. Monitored the weather situation and provided/disseminated weather advisories, updates, and weather outlook from 26 October – 02 November 2015 during the period of UNDAS 2015. PAGASA REGION X a. Provided weather updates and bulletins to RDRRMC member agencies, local government units and media. PAGASA CAR a. Provided weather advisories and updates during the period of UNDAS 2015 in Baguio City and the rest of the region. 2. Department of Interior and Local Government (DILG) a. Issued Memorandum Circular No. 2015-124 dated October 26, 2015 for Local Chief Executives (LCEs) which undertook the following actions: • Convened respective Local Peace and Order Councils / Committees (LPOCs): Formulate contingency plan and proper courses of action to anticipate the expected heavy movement of people from different places, always making sure that adequate transportation and emergency medical services are available • Caused the mobilization and deployment of Law Enforcers, Barangay Tanods, and Medical Personnel in: Vicinity of public and private cemeteries, memorial parks to ensure peace and order and public safety Local and National roads to provide assistance and intensify visibility to the travelling public and motorists and intensify effective traffic management Critical areas within the city or municipality to prevent the entry and exit of lawless elements and to apprehend individuals violating rules to ensure the safe observance of UNDAS 2015 • Ensured cleanliness and orderliness in cemeteries and other public places before, during, and after UNDAS 2015 • Implemented other necessary measures towards peaceful and meaningful observance of UNDAS 2015 b. DILG Provincial/City Directors and MLGOOs coordinated with the LPOCs and LDRRMCs. c. Mobilized all necessary resources to: • Ensured that garbage are collected and properly disposed • Conducted clean-up operations in all public places within their jurisdiction, especially in cemeteries, churches, recreation facilities, public beaches (where applicable), transport terminals, markets, and other places of public gatherings • Ensured that traffic is well-managed and that the safety and security of the public are always top priority DILG REGION I a. Disseminated DILG Memorandum Circular No. 2015-124 – Local Government Actions on the Peaceful and Safe Observance of UNDAS 2015 to All LGUs thru the Provincial Offices on 29 October 2015. b. Submitted LGU Actions/Preparations on UNDAS to DILG CODIX for information and reference. c. Monitored situations/incidents at the local level thru DILG Field Officers. d. DILG Regional Office and 4 DILG Provincial Office Operations Center were on standby/on-call mode. Field Officers coordinated with their respective COPs and Law Page 1 of 36 Enforcement agencies, LPOCs, and DRRMOs for any untoward incidents in their respective areas of jurisdiction. DILG REGION IV-A a. Convened Local Peace and Order Councils/Local Disaster Risk Reduction and Management Councils to carry-out contingency plan on peace and order and public safety. b. Mobilized and deployedlaw enforcers, barangay tanods, and other force multiplier groups and medical personnel in: • Local and national roads to provide assistance and intensify visibility to the travelling public and motorists and intensify traffic management • Air and seaports, bus and other transport terminals to ensure access to convenient, affordable, reliable, efficient, safe and secure transportation to the commuting public • The vicinity of the public and private cemeteries and memorial parks to ensure peace and order, public safety and maintain solemnity • Critical areas within the city or municipality to prevent the entry of lawless elements and to apprehend individual/s violating rules to ensure the safe observance of UNDAS c. Cleanliness and orderliness in cemeteries and other public places were maintained before, during, and after UNDAS. d. Implemented other necessary measures. e. Activated LGU Operations Center (OPCEN) in respective area of jurisdiction. DILG REGION IV-B a. Directed local executives to convene their local Peace and Order Council to formulate a contingency plan on peace and order and public safety that will be operationalized to prevent any untoward incident during UNDAS. b. Directed local officials to mobilize and deploy law enforcers, Barangay tanods, and medical personnel: • In the vicinity of public and private cemeteries and memorial parks to ensure peace and order and public safety • Local and National roads to provide assistance and intensify visibility to the travelling public and motorists, and intensify effective traffic management • Critical areas within the city or municipality to prevent the entry and exit of lawless elements and to apprehend individuals violating rules to ensure the safe observance of UNDAS 2015 c. Directed local authorities to see to it that the cleanliness and orderliness in cemeteries and other public places before, during and after UNDAS 2015 are maintained. DILG REGION V a. Issued advisory to all LGUs in its AOR, to activate their DRRM OpCen to monitor and provide safety measure to their constituents and tourists in the area. Likewise, directed barangays to actively support the PNP in ensuring peace and security to avoid any untoward incident. DILG REGION VI a. Issued memorandum to all Province / City Directors / Cluster Heads re Local Actions to ensure Peace and Order and Public Safety during the observance of the UNDAS 2015. DILG REGION X a. Assisted in monitoring LGUs. DILG REGION XII a. Assisted in the dissemination of weather and warning advisories to all LGUs. b. Issued Memorandum Circular 2015-124 to PDs and CDs. c. Directed Local Chief Executives (LCEs) to convene POC. DILG CARAGA a. Monitored ALERTO UNDAS 2015 thru constant coordination with PNP and LGOOs in different local government units. All Police Districts reviewed and submitted their Security and Development Plan for the observance of UNDAS 2015. c. Enhanced protective measures of vital installations and implement counter measures on target vulnerabilities. d.
