The only place in this inland LWRP where the words “Coastal Area” should appear is the Waterfront Revitalization of Coastal Areas and Inland Waterways Act. The introduction is usually more focused if it is drafted last. New York State approaches the management of waterfront areas in a manner significantly different than the approach taken by other states. The State’s overall Local Waterfront Revitalization Program is administered by the New York State Department of State pursuant to the Waterfront Revitalization of Coastal Areas and Inland Waterways Act (Executive Law, Article 42). While state governments can promote development and provide protection for critical resources, New York State recognizes that individual local towns and villages are in the best position to determine their own waterfront objectives and to adapt statewide approaches to specific local needs. Therefore, New York State’s program was created to promote development and provide protection for critical resources in accordance with statewide approaches, but as adapted to fit local needs and objectives. In New York, a Local Waterfront Revitalization Program is a voluntary effort that brings together state and local governments and the private sector to create a strategy for achieving desired waterfront development.
