Such measures shall be derived from the analysis of indicators, and of data availability issues, to provide indication of complementary actions needed to make the application of the framework possible. These activities are likely to include training needs for public officials, awareness raising initiatives, financial measures and regulatory schemes etc. The results of this analysis will be integrated into the National Readiness reports being developed in WP2 (D3.2 and D2.7). 1.2 Purpose The purpose of the Deliverable 3.2 is to support public administrations in using the framework by identifying needed complementary measures that help overcome issues and barriers in the application of indicators. Capacity building for public officers is necessary to collect and use data as well as to correlate impacts detected at local level in light of the national renovation objectives. Knowledge and best practice exchange among countries in Europe will be of great value to speed up the advancement in using the Framework, which can therefore become a reference tool to assess the impact of initiatives at local scale against national LTRS objectives and to compare the level of achievement of shared sustainability’s objectives at national and local level across Europe. 1.3 Objectives The main objective of the Term of Refence is to define the criteria to collect measures that will support the use of Framework’s indicators. The chosen measures shall support the application of indicators at national and local level, proposing solutions to close existing gaps in terms of lack of data, knowledge and skills or infrastructure. Such measures span from training programs for public workers, the implementation of procedures for data collection and analysis, financial support to create databases and tools to collect, read and share data, etc. Ideally at least one measure for each indicator shall be found across countries taking part to the project. In fact, common practices that work well in a specific country/context can be a valuable example for others. Nevertheless, some measures can cover more than one indicator as well. The Term of reference shall identify what information needs to be collected by GBCs for each measure and the templates for data collection. This project has received funding from the European Union's Horizon 2020 research and innovation programme under Grant Agreement No 840926 1.4 Relation to other activities in the project The definition of the final framework of indicators in WP2 will directly address the data availability analysis (D3.1) and consequently the measures to implement the framework (D3.2). Deliverable 3.2 shall propose specific measures to overcome data availability issues and limitation to the use of indicators identified in D3.1 to allow the use of the framework across EU by national government and local authorities. 1.5 Target audience The identification of a target audience affects the type of measures that will be searched. Reducing the categories of stakeholders addressed will refine the search for more precise information. The Build Upon2 project is conceived to support the public sector capacity and leadership in decarbonizing Europe’s building stock, by providing a multilevel framework able to assess the impact of renovation initiatives against national building renovation objectives. Therefore, the public sector at all levels is proposed as the main target of the document, prioritizing measures of capacity building on the use of indicators to have the Framework largely adopted across European public authorities. National and Regional governments, Cities and local governments will have to be primarily addressed. A restricted focus to cities and local governments may be preferential given that the Framework of Indicators is primarily designed to analyse the impact of initiatives at local scale against national objectives of the long-term renovation strategies. In fact, the testing phase in WP4 will involve cities only. Nevertheless, relevant measures developed by industry, innovators and investors could be included too as they propose solutions to support the work of public authorities. 2 Structure of the collection of measures The collection of measures is organized into two parts: a list of existing tools that are already in use at national and local level in Europe (Part 3), and several proposal of pathways and actions needed in each country to support the collection of data and the integration of indicators into normal practice of public administrations (Part 4). To collect the measures listed in part 3 and 4, the GBCs and BPIE analysed the national context and asked support to pilot and follower cities as well as consulted the national steering group members. Some GBCs could discuss the proposed pathways and major transversal measures needed at the Focus Groups held in the month of May and at the meeting with national steering group members. To collect the measure listed in Part 3, partners were asked to find some tools, databases, maps, softwares, in use at national or local level, that responded to similar data and indicators This project has received funding from the European Union's Horizon 2020 research and innovation programme under Grant Agreement No 840926 as the ones listed in the Framework. The version of the Framework used for developing this task is the number 3, with its latest update at the 4th of June 2020. GBC Italia provided the template for the collection of existing measures and supported project partners in understanding exactly what kind of information were needed for the analysis. At last, GBC Italia selected 37 measures that were included in this report after asking specific feedback and more deep information to respective GBCs. Measures are reported in three parts according to the category they refer to (environmental, social and economic indicators). To complete part 4, GBC Italia’s provided GBCs with a draft pathway diagram, GBCs worked with the national working groups to define the pathways and come back with comments and a series of suggestions received form experts during the meetings. In the conclusions (Part 5,) GBC Italia classifies the measures according to the type of tool they propose, for an easy-use of this document as reference source for sharing existing practices across countries and municipalities and to inspire the development of further actions to support the use of indicators and data collection.
