Executive Reports to: Chief Executive Officer (CEO) Date: August 2017 Job Purpose: A key role within the Charity Executive Team, the Chief Business Officer reports to the CEO and directly assists on all operational, strategic, development, planning and governance matters including risk management This accountability is split with c 60% of the role allocated to the charity and c 40% of the remit allocated to DfE funded client organisations. • The CBO also takes full and direct responsibility for financial reporting, accounting, internal controls and audit. • The CBO also leads the Operations Team and assumes full responsibility for all financial, IT, HR, Estates/facilities management, health & safety and fundraising activities. Dimensions: (i.e. significant numerical quantities on which the job has either a direct or indirect impact) The position is a strategic executive business management and finance role as a member of the Executive Team and Management Group. The post supports the CEO to deliver a strong, strategic and sustainable financial future for the charity and DfE funded client organisations. The following posts report directly to the CBO: • Head of Human Resources & OD • Head of Governance, Information & Technology • Senior Fundraising Officer • Management Accountant, Accountant and Accounts Assistant Key Accountabilities: (Specify main accountabilities. Focus on results expected, in line with Job Purpose) Strategy and Planning • Provide leadership in developing strategic business plans. • Provide recommendations to enhance the charities and client projects' financial performance. • Advise on the financial implications of all business activities. • Ensure credibility of Full Trustee Board plus the Audit & Finance sub-committee through timely & accurate analysis of results vs. budgets, trends and forecasts. • Evaluate and advise on the impact of long term forecasting, planning, introduction of new programmes, projects and strategies. • Support bids and applications for new contracts, programmes and projects • Establish and maintain strong relationships with the Executive Team and the wider Senior Leadership Team to identify their needs and seek improved business solutions. • Attend Trustee Board meetings and act as the executive lead on the Finance & Audit sub committee. • Ensure cash flow is properly managed to meet commitments and key operational requirements • Develop a 3-year premises maintenance and improvement plan Financial Accounting & Reporting • Direct, oversee and deliver all aspects of the Finance and Accounting functions, including the production of the monthly management accounts. • Publish and share the monthly accounts with a supporting commentary. Share this with Trustees and the executive team. • Support the accounts with approved balance sheet reconciliations and a file of workings suitable for audit. • Ensure all accounting processes are backed up with current working notes to support a hand-over as required. • Support the Executive team with clearly defined processes for financial forecasting, budgeting and reporting including Accounts Payable and Account Receivable with effective business recovery processes. • Ensure that effective internal controls are in place and ensure compliance with SORP, segregation of duties plus other relevant financial and governance requirements. • Oversee the management and coordination of all fiscal reporting activities including revenue /expense and balance sheet reporting, reports to funding organisations and annual report and accounts for submission to the charities commission. • Work with and support the external auditors, responding effectively and clearly to their questions and queries. Provide a first draft Trustee Report and arrange for a final review meeting with a full sign-off within six months of the year-end. Manage & Support Direct Reports Agree annual objectives and development for all team members and hold regular bi-weekly review meetings Share key information with the team, provide them with guidance and other support as required The postholder will undertake such other duties as may be required from time to time commensurate with the duties and level of the post. Person Specification Area Description Knowledge A qualified business manager with a demonstrable track record of success at an executive level Strong working knowledge of strategic finance models and the Charities SORP Microsoft Dynamics software knowledge or equivalent Good understanding of IT infrastructure and systems integration methodologies Strong knowledge of Health and Safety legislation and Facilities Management compliance and risks Awareness of fundraising models, HR strategies and TUPE legislation.
