Message from the President of the National Assembly and President of the Fondation Jean-Charles-Bonenfant The publication of this new edition of The ABC’s of Parlements au secondaire educational guide gives me the perfect opportunity to congratulate my collea- gue and Vice-President of the Fonda- tion Jean-Charles-Bonenfant, Jacques Chagnon, on the resounding success of the Parlements au secondaire. There are now more than 175 schools from all regions of Québec that benefit from the support of the Fondation. I also wish to underline the contribution of the members of the board of directors of the Fondation as well as that of all of the National Assembly resources and those hailing from the education sector who have made this student council model a success. The Parlements au secondaire contribute to the efforts deployed by our institution to increase the interest of young Quebecers in parliamentarism and democracy and to make them active and knowledgeable citizens. This activity joins those of the educational mission of the Québec National Assembly, which include the Young People’s Parliament, a parliamentary simulation tailor-made for secondary students and which takes place each year at the Parliament Building, the Young Democrats’ Tournament, a quiz game, and the tour of educational institutions by the President of the National Assembly. Once again, I would like to thank the artisans of the Parlements au secondaire as well as all of the schools that, I am sure, will continue to take part in large numbers in this project which fosters respect among young people of democratic values and institutions. Yvon Vallières Message from the Vice-President of the National Assembly and Vice-President of the Fondation Jean-Charles-Bonenfant Created through an Act unanimously adopted by the National Assembly of Québec in 1978, the Fondation Jean- Charles-Bonenfant is a non-partisan organization whose mission is to in- crease and improve the knowledge, among young people in particular, of our political and parliamentary institutions and to ensure its disse- mination. It is in this spirit that the Fondation, with the support of its invaluable partners, created in 2006 Par- lements au secondaire as a new way of operation for student councils in Québec’s secondary schools. The Parlements au secondaire also foster the development of citizen awa- reness among students by encouraging debates, by enabling students to define and experience the stages involved in the decision-making process and by understanding the complexity of choosing solutions that best meet the needs of the members of the school: students, administration and staff. In developing this activity aimed at encouraging participation and education on democracy, the Fondation can count on the full support of the National Assembly, of Rio Tinto Alcan company, of the Fédération des commissions scolaires and of that of the Government of Québec via the Secrétariat à la jeunesse within the framework of the Stratégie d’action jeunesse. In conclusion, I wish to salute all of Québec’s secondary schools that give effect and will continue to give effect to this wonderful societal project whose purpose is to form the young generation in the exercise of demo- cracy, I congratulate the young people who take part therein and I thank all of the persons who ensure the success of the Parlements au secondaire. Schools are free to adapt this document, to make it their own. The Fondation Jean-Charles-Bonenfant of the Natio- nal Assembly of Québec, instigator of Parlements au secondaire, is convinced that school authorities are in the best position to evaluate the resources at their disposal in deploying this project, to adapt the concept to their reality.
