Boggs April 7, 1958 – August 2, 2002 This Eighth Edition of the NORAC Operating Rules is dedicated to the memory of Sheldon F. Boggs, former Secretary and Vice Chairman of the NORAC Committee. Sheldon's dedication to the improvement of the railroad industry throughout his 26 year career at Amtrak, and his unwavering pursuit of excellence, were well known to all who worked with him. These qualities, together with his broad and seasoned knowledge of the operating rules, procedures and regulations that govern railroad operations, enabled Sheldon to serve as a valuable member of the NORAC Committee for 17 years. Sheldon's commitment to safety left its mark on many aspects of these Operating Rules. He strived to improve the safety of railroad operations each and every day, and his legacy is proof positive that one person can make a difference. Whether you are reading these Operating Rules for the first time, or are a veteran railroader, keep that thought in mind — one person can make a difference. Each and every day you come to work provides you with an opportunity to have a positive effect on your career and the railroad industry. Your commitment to safety, through your knowledge of these Operating Rules and compliance with them, is essential to that goal. INTRODUCTION These rules govern the operation of the railroads listed on the previous page, each of which is a member of the Northeast Operating Rules Advisory Committee (NORAC). They apply equally to all railroad employees when they are working on a NORAC member railroad's property. These rules must be observed by all employees whose duties are in any way affected by them. Use of the male gender throughout these rules is for convenience and clarity only. All rules apply equally to male and female personnel. The following craft titles have been shortened to reflect common usage: “Operator” refers to the Block Operator, Train Director, Leverman, or Dispatcher when operating interlocking or controlled point appliances. “Dispatcher” refers to the Train Dispatcher.
