CALL TO ORDER The Chair called the meeting to order at 10:02 a.m. on Treaty 6 Territory and the Homeland of the Métis People. Roll call was taken. 2. CONFIRMATION OF AGENDA Moved By: Councillor Davies 1. UNFINISHED BUSINESS 5.1 Deferred Naming Submission - 'Fogarty' (File No. CK. 6310-1) Report of the Committee Assistant: "The Civic Naming Committee, at its meeting held on January 10, 2020, deferred the 'Fogarty' application pending further information. The original submission is attached for reference. Also attached, is additional material submitted by the applicant from May 26 - June 1, 2020 for the Committee's consideration - including photos of awards, reference letters, and a newspaper article." Administrator McLaren noted this application was originally submitted in Fall of 2019. Joanne Speirs was in attendance via teleconference to speak to her submission. 6. COMMUNICATIONS 7. REPORTS FROM ADMINISTRATION 7.1 Civic Naming Committee - First Quarter Report 2020 (File No. CK. 6310-1) A report from the Administration was provided and presented by Administrator McLaren. He noted the submissions in Appendix 2 have all been vetted by the Elder consultant and consent gained from the appropriate parties. Nicole Bear was in attendance via teleconference to speak to her 'Blossom', 'Orange', and 'Pallet' submissions. Brian Molberg was in attendance via teleconference to speak to the 'Gartner' submission. 2 4 Public Minutes – Civic Naming Committee June 18, 2020 Page 3 Aboriginal and Inclusion Consultant Bert recommended that further research be done with respect to Neil Stonechild and the 'starlight tours' prior to a decision being made on the 'Montague' submission. Moved By: Councillor Iwanchuk That the 'Montague' submission be deferred to the September meeting of the Civic Naming Committee. CARRIED 7.2 Civic Naming Committee – Second Quarter Report 2020 (CK 6310-1) A report from the Administration was provided and presented by Administrator McLaren. Hudson, Committee Assistant 5 7 Appendix 10 City of Saskatoon Naming Advisory Committee Community Services Qepartment, Planning &Development Branch 222 — 3~d Avenue North Saskatoon, Saskatchewan S7K 015 August 5, 2Q19 Dear Committee Members: Re: (Donald) Murray Montague (March, 1037 —April, 2010) It is my pleasure to add my name to those who have submitted Murray Montague for consideration of Street Naming in our fine city. Although Murray has passed away, his enduring legacy warrants ongoing acknowledgement. Many came to know this amiable, highly civilized man because of his years as Deputy Chief of the Saskatoon Police Service. One of his inspiring contributions was implementing the School Safety Program, which still exists. I first met Murray when he was an Aide de Camp to Her Honour Sylvia Fedoruk. This important role in service of the Crown is only filled by those considered outstanding in one of the three arms of the military, the Royal Canadian Mounted Police, and the Police Services. By the time I had become Lieutenant Governor, Murray had been the Principal Driver for His Honour Jack Wiebe, a position he continued for six and a half years with me. This individual was the consummate gentleman, a kind, thoughtful professional who was well- read and articulate. He was deeply admired because of his demeanor. In 2004, I presented him with the Vice-Regal Commendation for his outstanding devotion and exemplary service. A Lieutenant Governor is permitted to give only one such award in his/her tenure and Murray Montague was my choice. I would be mast grateful if the Committee saw fit to recognize this special citizen of Saskatoon in a permanent way. It would be so appreciafied by his family and friends. I hope that it will lead some young people to ask the question, "Who does this street name represent and what did this person do for our City and Province"? S7V 8 1 of 2 Donald Murray Montague was born in St. Boniface Hospital, March 4, 1937, and raised in Redditt, ON. He worked as a lineman for Canadian National Railway from 1955 to 1959, and then joined the Saskatoon Police Force July 2nd 1959. In 1963, Chief Kettles sent him to Calgary for School Patrol Training. He then returned to Saskatoon and implemented the program in the Saskatoon Schools which is still used to this day. He stayed with the school patrol program until 1967 when he was promoted to the rank of Corporal. He rose through the ranks eventually retiring as Deputy Chief of Operations in 1994. He was very proud to have served four Lieutenant Governors of Saskatchewan. He was an Honorary Aide for Her Honour Dr. Sylvia Fedoruk, the principal driver in Saskatoon for their Honours, Jack Wiebe and Dr.
