ADJOURN Home Forward Board of Commissioners 5 October 2019 MINUTES Home Forward Board of Commissioners 6 October 2019 BOARD OF COMMISSIONERS MEETING HOME FORWARD GRESHAM CITY HALL 1333 NW EASTMAN PARKWAY GRESHAM, OR 97030 September 17, 2019 COMMISSIONERS PRESENT Treasurer Jenny Kim, Commissioners Richard Anderson, Matthew Gebhardt, TomiRene Hettman, Vivian Satterfield, David Widmark STAFF PRESENT Carolina Gomez, Melissa Arnold, Peter Beyer, Michael Buonocore, Tim Collier, Leslie Crehan, Ian Davie, Rosie George, Biljana Jesic, Pamela Kambur, Kitty Miller, Amanda Saul, Shannon Schmidt, Ian Slingerland, Jonathan Trutt, Elise Anderson Treasurer Jenny Kim convened the meeting at 6:15 PM. PUBLIC COMMENT Deborah Olson provided public testimony to the Board of Commissioners. She resides at Gresham Station Apartments and reported concern for events at this property including concerns for Fire, Life and Safety issues including malfunctioning egress doors and ongoing concern for safety. Treasurer Jenny Kim thanked Deborah Olson for her comment and advised concerns will be reviewed. MEETING MINUTES Minutes of the August 20, 2019 Board of Commissioners Meeting by Conference Call Treasurer Jenny Kim requested a motion authorizing approval of the minutes to the August 20, 2019 Board of Commissioners Meeting. Commissioner Richard Anderson moved to the motion and TomiRene Hettman seconded the motion. The vote was as follows: Treasurer Jenny Kim—Abstained (due to absence) Home Forward Board of Commissioners 7 October 2019 Commissioner Richard Anderson —Aye Commissioner Matthew Gebhardt—Abstained (due to absence) Commissioner TomiRene Hettman—Aye Commissioner Vivian Satterfield—Aye MISSION MOMENT – CAMP ROSENBAUM Leslie Crehan reported that 22 Home Forward staff volunteered participate in Camp Rosenbaum, which hosted 153 campers from Oregon and SW Washington 76 of these campers came from Home Forward properties. These numbers are lower this year than in years past, which is attributed to the system of relying on outreach by U.S. postal service. For the upcoming year, the group plans to adopt an online application and change outreach practices to increase participation. For the majority of campers, the experience represented their first sleep-away camp experience. Volunteers come from Portland Police Department, Oregon National Guard and housing authorities throughout Oregon. Also new this year is an increase in participation from community partners such as fire departments and police organizations. Next year will be Camp Rosenbaum’s 50th year in operation. Leslie Crehan added that in 1970 former Home Forward Chair, Fred Rosenbaum founded Camp Rosenbuam. He realized that many children, especially those living in low-income housing, would benefit from a citizenship camp. His vision to help youth has grown into an annual event for over 45 years. Camp Rosenbaum has volunteer hours exceeding 230,000, and has provided a free camp to over 6,500 youth. Carolina Gomez shared a video of 2019 camp events. Concluding the report, an invitation was extended to a planned fundraising event and next year’s 50th anniversary or Camp Rosenbaum. Commissioner TomiRene Hettman recounted her own experience with Camp Rosenbaum where during a visit a camper disclosed to her that the experience ensured they received three meals that day, noting the positive impact that Camp Rosenbaum provides. Treasurer Jenny Kim thanked Leslie Crehan and Carolina Gomez for their report. REPORT Moving to Work Plan Home Forward is one of a select number of housing authorities with Moving to Work status which grants the agency the ability to develop and pilot innovative, locally-designed housing and economic independence strategies for families by allowing exemptions from public housing and Housing Choice Voucher regulations. The purposes of the MTW 2 Home Forward Board of Commissioners 8 October 2019 program are to give PHAs and HUD the flexibility to design and test various approaches for providing and administering housing assistance that achieve the goals of grater cost effectiveness, increase housing choice for participants and offer incentives where the head of household is working, seeking or is preparing for work by participating in job training, educational programs or programs that assist people to obtain economic self-sufficient. Treasurer Jenny Kim convened the public hearing. There being no public comment. Tim Collier reported intention to return to the board and share any comments received through other avenues. REPORT – EAST COUNTY UPDATE Melissa Arnold introduced the geography of East County defined as areas east of 122nd Avenue including the cities of Wood Village, Troutdale, Gresham and Fairview. Of note, this is not a homogenous area, it is neighborhoods and individual jurisdictions. With this view in mind, all four jurisdictions are growing at a slower rate than Multnomah County as a whole. This indicates that Portland continues to drive growth. As a point of contrast, residents of Wood Village are significantly more likely to be living in poverty and less likely to have a high school diploma than the average Multnomah County resident whereas the population of Fairview is less diverse, older and less likely to live in poverty than the average Multnomah County resident. More than 40% of renters in these areas experience rent burden. The percentage of Home Forward participants earning 30% of AMI or less increased from 77% in 2017 to 80% in 2019. Households served in East County are more likely to be from a community of color and have a female identified head of household. Real estate assets in this area includes 19 properties, of which Home Forward manages 14, this includes the latest acquisition, The Alexis. Community partnerships include the East County Economic Forum, East County Advocate for Youth Gathering, Child & Family Food Security Coalition, Permanent Housing Conveners, Gresham Police Partnership Meeting and EMSP. Additionally, Home Forward leverages with numerous service provider agencies to address needs for participants. Partners include Worksystems Inc, Sunshine Division, Digital Equity and Summer Lunch and Reading Program. A highlight of these partnerships includes a working relationship with Comcast offering reduced internet access
