Funds received by tpe, University Jrom .other sources, except from the federal government', are turned into the territorial treasury and disbursed in the same manner as appropriated funds. The University of Hawaii is a Land Grant College and as such shares on the same basis as the states in federal appropriations provided by the several Acts of Congress for the aid of agricultural instruction, extension and' research. 'This money- is disbursed by the treasurer of the university 'upon vouchers approved by the Board of Regents and subject to audit by the territorial auditor as wen as by federal officers.
