Recommendations For information only Background The Mayor of London and the Board of Transport for London (TfL) confirmed the appointment of Andy Byford last summer as London's new Transport Commissioner, following an international recruitment and selection process. Mr Byford has extensive senior leadership experience running transport authorities across the globe. His most recent role was President and Chief executive Officer of New York City Transit Authority, where he was responsible for 50,000 staff and devised a $40bn five-year investment plan to renew the city’s transport system. He joined TfL on 29th June 2020, taking over from Mike Brown MVO, who left to take up his new role of overseeing the renovation of the Houses of Parliament. TfL Priorities Andy Byford has taken on the Commissioner role at a pivotal moment for the organisation and for London as TfL works to help the capital recover from the Covid-19 pandemic and support a safe and sustainable re-start. He has outlined his two main strategic priorities as getting the Elizabeth Line delivered and open and to lead the organisation out of Covid-19, including restoring ridership numbers and achieve a more sustainable financial situation for the organisation. Items for Discussion The Commissioner will speak with Members about his first six months in the role and his priorities for the organisation going forward. He will focus on: • London-wide travel picture, including TfL’s current and future public transport service provision and ridership. • TfL’s Financial sustainability Plan - setting out how TfL will become less dependent on fares income and Government support in future, including proposals for devolution of vehicle excise duty and a potential vehicle boundary charge. • TfL-funded borough-facing programmes - including Local Implementation Plans (LIPs), Taxicard and concessionary travel schemes for the U18s and over 60s. • The London Streepace programme of active travel measures - reflecting on the recent Bishopsgate judicial review ruling implications. • The Elizabeth Line and delivery of other major projects, such as the Northern Line Extension. .
