Item rate tenders are invited through the e-tendering portal https://etender.gov.in/eprocure/app by Airport Director, AAI Civil Airport, Pantnagar (Uttarakhand) on behalf of Chairman, AAI, for the work of “Annual Maintenance Contract of Environmental Support Services at Civil Airport Pantnagar”(Uttarakhand)at an estimated cost of Rs.40,22,297/- including GST with period of completion 03 (Three) years. (Extendable for further 02 (Two) year based on performance. The tendering process is online at e-portal URL address https://etender.gov.in/eprocure/appAspiring bidders may go through the tender document by login CPP Portal. Prospective Tenderers are advised to get themselves acquainted for e-tendering participation requirements at "instructions for online bid submission”, register themselves at CPP portal, obtain 'User ID' & 'Password' and go through the 'Self Help Files' available in the Home Page after log in to the portal https://etender.gov.in/eprocure/app .They should also obtain Digital Signature Certificate (DSC) in parallel which is essentially required for submission of their application. The above mentioned help desk numbers are intended only for queries related to the issues on e-procurement portal and help needed on the operation of the portal. For queries related to the tenders published on the portal, bidders are advised to contact concerned Bid Manager of AAI Tender fee of Rs. 1120/- (i/c GST) Non-refundable will be required to be paid by way of offline payment in the form of Demand Draft from nationalized or any scheduled bank (but not from cooperative or Gramin Bank) in favour of Airports Authority of India payable at Dehradun. The original Demand Draft against tender fee should be posted /couriered/given in person to the concerned official, latest by the last date of bid submission or as specified in tender documents. The details of Demand draft should tally with the details available in the scanned copy and the data entered during bid submission time. Last date and time of sale of tender documents is 10-07-2018 upto 1500 hrs. 2. Following three envelopes shall be submitted through on-line at e-portal by the bidder. Last date and time of submission of bids (Envelope I,II & II) is 11.07.2018 upto 1500 hrs. Envelope-I: - The tenderer shall submit Duly signed scanned copy of the Unconditional Acceptance of AAI’s Tender Conditions in support of their meeting criteria mentioned below in the "PQQ folder" in Technical Bid / Attachments Section in the portal. Uploading of document in location other than specified above shall not be considered. Hard copy of document shall not be entertained. Scanned copy of the Earnest Money Deposit value Rs 68175/- (Rs. Sixty Eight thousand One Hundred Seventy Five only) shall be accepted offline only in the form of Demand Draft/BG/FDR from a nationalized or any scheduled bank (but not from cooperative or Gramin bank) in favour of Airports Authority of India payable at Dehradun to be submitted in the “Tech Bid Folder” in Technical Bid Attachment section of e-tendering portal along with the Unconditional Acceptance of the AAI’s Tender Conditions. The original Demand Draft against Tender fee and original Demand Draft/FDR/Bank Guarantee against EMD shall be reached in the office of Airport Director, Airports Authority of India, Pantnagar Airport, U.S.Nagar (Uttarakhand)-263145 on or before within 48 hours (2 Working Days) of Opening of the Technical Bid (First Envelop). The bidder who fails to submit the original Demand Draft towards tender fee and DD/FDR/BG towards EMD before the stipulated time then their tender shall be rejected out-rightly. Any postal delay will not be entertained. Qualifying requirements of contractor / firms: i. Agency specialized in the similar nature of work and registered with Registrar of Companies / Firms / Central Govt. / State Govt. as the case may be and having Permanent Account Number. ii. The Bidder should have experience of similar works (definition of similar works as below) during the last seven years ending on 31.03.2018. The bidder has to submit the relevant work experience certificates to the tune of 03 works each of 40% of annual estimated value (or) 02 works each of 50% of the annual estimated value (or) 01 work of 80% value of the annual estimated value in last 07 years. Similar works mean – Environmental Support Services (ESS)-Upkeep of airport terminals, non- residential corporate office buildings / Cyber city, MNC Buildings, shopping malls / complex, Five Star Hotels/ Corporate Hospitals/ metro rail premises etc. Client certificate for experience should show the nature of work done, the value of work, date of start, date of completion as per agreement / status of ongoing work. Firms showing work experience certificate from government / non-PSU organizations should submit copy of tax deduction at sources certificate in support of their claim for having experience of stipulated value of work iii. Should have annualized average financial turnover of 30% of annual estimated cost against works executed during last three years ending 31st March of the previous financial year. As a proof, CA verified/ attested copy of Abridged Balance Sheet along with Profit and Loss Account Statement of the firm should be submitted along with the application. Firms showing continuous losses during the last three years in the balance sheet shall be summarily rejected. iv. The Bidders to submit the proof of the owning the machineries or hire agreement with the Equipment Owners (On Stamp Paper of Rs 100/-) as mentioned in SCC Para 13.2. Envelope II: - Technical Bid containing scanned copy of the Unconditional Acceptance of AAI’s Tender Conditions and EMD, Affidavit and integrity pact (if applicable). Scanned copy of the Earnest Money Deposit value Rs 68175/- (Rs. Sixty Eight thousand One Hundred Seventy Five only) to be submitted in the Technical Bid Attachment section of e-tendering portal along with the Unconditional Acceptance of the AAI’s Tender Conditions / integrity pact. CLARIFICATION ON TECHNICAL BID EVALUATION. The technical bids shall be evaluated based on the available documents submitted by the bidder. To assist in the examination, evaluation, and comparison of the bids, and qualification of the bidders, the client may, at its discretion, ask any bidder for a clarification of its bid. Any clarification submitted by a bidder that is not in response to a request by the client shall not be considered. The client’s request for clarification and the response shall be in writing.
