Present: Cllrs Clark (Vice -Chair), Bunt, Drew, Ripper, Roberts, Slater. Absent: Cllr Brown (Chair), Ball, Johns. In attendance: C Callaway, Deputy Clerk; L Dunkley, Clerk. 13 members of the public. Meeting Chaired by Cllr Clark. PL18/20 Apologies for absence: Cllrs Ball, Brown, Johns. PL19/20 Declarations of interest/Request for dispensations: Cllr Bunt – PA20/07522. Dispensation request (in order to allow the meeting to remain quorate) was granted by the Chair. Cllr Ripper – PA20/07522 Cllr Slater – PA20/08421 PL20/20 Public Participation *The meeting hosted removed Cllr Ripper while the public spoke regarding PA20/07522. N Lillie spoke in objection to PA20/07522. G & C Delgery both spoke in objection to PA20/07522 and highlighted their concerns. S Hartshorn-Bate raised a query regarding a footpath in relation to PA20/07522. *The meeting host re-admitted Cllr Ripper. J Marshall (Group Manager, Kingsley Developments) gave context to PA20/07912. A Simpson spoke in objection to PA20/07912. PL21/20 Planning Committee ONLINE meeting minutes: 5th October 2020 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Ripper/Slater. 5 voted in favour. 1 abstained: Cllr Drew. PL22/20 Pre planning presentation: Retrospective change of use of rural building to residential dwelling RECEIVED as above from R Manetta regarding Heron Hall, Mount Hawke. Members asked some relevant questions concerning the proposal and made Mr Manetta aware that this would be considered as development in the open countryside. Any formal feedback would be provided when the full application is submitted. PL23/20 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded: *The meeting host removed Cllr Ripper due to an interest in the next application. Signed: Date: PA20/07522: Full application for proposed residential development comprising of 38 dwellings (21 affordable), community retail store, access roads, infrastructure and landscaping. Westcountry Land (St Agnes) Ltd. Land South West of Penwinnick Farm, Penwinnick Road, St Agnes The Council strongly objects as follows: The proposal is lacking a biodiversity report and concern was expressed for the existing wildlife at the site as per Policy 12 of the NDP; Proposal site does not provide a sound pedestrian connection to the village centre (per NDP Policy 13); There would be an increase in vehicular movement and, in particular, for children attending the local primary school (per NDP Policy 16); Regarding NDP Policy 2.2 and 2.3 there is no evidence of Housing Needs survey data - affordable housing provision should start at 100% and further, the proposal demonstrates a lack of one bedroom properties; Cornwall Local Plan Policy 9 (Rural Exception Sites) notes that land take should be equal between open market and affordable dwellings, yet this application contains more open market provision; The proposal does not enhance the natural and historic character of the area as there is no regard for the public views of St Agnes Beacon (NDP Policy 6 and Cornwall Local Plan Policy 12); There is inadequate provision of communal open space on the site (provision in St Agnes is low anyway, particularly at this end of the village); Regarding NDP Policy 14, the proposed Co op store will affect the locality and amenity of local residents and could threaten local jobs, thus undermining the vitality of the village centre (Cornwall Local Plan Policy 4); Penwinnick Road is already very busy and access on to the main road via the potential junction would be considered hazardous (Cornwall Local Plan Policy 27). Cllrs Clark/Slater. 5 voted in favour. 1 abstained: Cllr Bunt (dispensation). *Cllr Ripper re-joined the meeting. PA20/06780: Listed building consent for removal of existing render to rear of property and replace with 3 coats of lime render. J Underwood. 52, Vicarage Road, St Agnes TR5 0TQ No objection. Cllrs Bunt/Ripper. Unanimous. PA20/07943: Extension of existing campsite for up to 20 fully serviced pitches, plus hardcore access road. Mr & Mrs Docking. Hurlingburrow, St Agnes Caravan Site, St Agnes TR5 0PG No objection, subject to the condition of the proposed pitches being touring pitches only and there is access to the Saints Trail directly from the campsite. Sewage disposal concerns highlighted. Cllrs Bunt/Drew. Unanimous. PA20/07107: Rear extension and alterations to existing dwelling. D Wright. Broghas Cottage, Quay Road, St Agnes TR5 0RS No objection, subject to WHS concerns being addressed. Cllrs Bunt/Clark. Unanimous. PA20/07258: Replacement UPVC bay-window and redecoration. Pullen Davies Solicitors. 6, Vicarage Road, St Agnes TR5 0TJ The Council objects on the grounds of use of materials. The site is in is a Conservation Area and wood should be used for the replacement of the bay window, as opposed to UPVC. Cllrs Bunt/Ripper. Unanimous. PA20/08048: Non-material amendment (NMA1) for addition of a shower room extension to the original cottage/annexe and substituting slate stone facing for uncut granite on the external walls to decision PA19/07694 dated 26.03.2020. S Strickland. April Cottage, Polbreen Lane, St Agnes TR5 0UN Signed: Date: No objection. Cllrs Ripper/Clark. Unanimous. PA20/07912: Reserved matters application for approval of appearance, landscaping, layout and scale following outline permission PA17/08394 for residential development of up to 8 houses with access. Kingsley Developments. 8, Kerensa Gardens, Goonown, St Agnes TR5 0YX The Council objects due to the unacceptable site layout, as per Cornwall Local Plan Policy 12 (Design) regarding the positioning of proposed dwelling No 6. Proposed dwellings 1 & 2 and 7 & 8 are too close to the existing properties in Kerensa Gardens and would create overlooking. A reduction in the number of proposed properties in the development could resolve these issues. Cllrs Ripper/Slater. Unanimous. PA20/06366 REVISED PLANS: Extension works to existing dwelling, addition of a home office/family annexe in garage loft space and single storey link between house and garage. B Scrace. PA20/07831: Consent to carry out works to trees subject to a Tree Preservation Order namely, T1, Elm. Crown lift & reduce from lines, T2, Sycamore. Remove branch, T3, Elm. Dismantle (due to excessive die back). T4, Sycamore. Remove. Notification to carry out works to trees within Conservation Area, namely T5, Sycamore. Crown reduce 1.5m. T6, Beech. Tin Ten, 7, Rosemundy, St Agnes TR5 0UE Due to the determination deadline being reached the Case Officer had, today, approved the application and noted a condition for replanting as requested by the Forestry Officer. PA20/07447: Erection of a single storey front extension and two storey rear extension to house and single storey extension to front and side of outbuilding. Mrs & Ms Lake. 1, Penwinnick Cottages, Penwinnick Road, St Agnes TR5 0PA Although the Council has no objection to the extensions to the house, they object to the proposed extensions to the outbuilding due to the extremely hazardous exit onto the highway and the lack of detail surrounding the apparent intent to create a new house outside the settlement boundary. P Lewis. 2, Butson Park, Goonown Road, Goonown, St Agnes TR5 0YP The Council objects as follows: There has been no clarification in the revisions as to whether the ridge height has been reduced; There is no comparison available to compare previous plans with the revised plans; Overlooking at the rear. PA20/06523: Listed building consent for replacement and consolidation of the flat roof of the 1960’s extension to the rear of the property and the covered storage area located between the extension and the retaining wall. Cllrs Ripper/Clark. 4 voted in favour. 1 against: Cllr Roberts. 1 abstained: Cllr Drew. PA20/07625: Provision of new agricultural building for cattle housing and agricultural storage. Mr & Mrs Mosley. Trevissick Farm, Porthtowan, Truro TR4 8AJ No objection. Cllrs Clark/Slater. Unanimous. PA20/08020: Extension and alterations to existing 2 storey side extension, to raise roof and alter internal layout. Mr & Mrs Field. Stencoose Farmhouse, Wheal Rose, Scorrier, Redruth TR16 5DQ No objection. Cllrs Ripper/Bunt. Unanimous. PA20/08167: Application for Permission in Principle for the construction of up to 3 dwellings following demolition of existing domestic outbuildings. Mr & Mrs Reed. Trevaunance Manor Farmhouse, Rocky Lane, St Agnes TR5 0NA The Council objects as per WHS and AONB comments. Noted that the site is outside the village settlement boundary and there was very little application detail available on which to base a decision. Cllrs Ripper/Bunt. Unanimous. PA20/08356: Works to tree namely - T1 H.Chestnut. Crown raise all round to 2.5m above ground level subject to a Tree Preservation Order (TPO).
