Witherley Parish Council Serving the communities of Witherley, Fenny Drayton, Ratcliffe Culey and Atterton Minutes of the Parish Council Meeting held on Thursday 14th September 2017, 7.30 p.m. At St Michael and All Angels’ Church, Fenny Drayton. PRESENT: Councillors: B Conway (Chairman), M Simpson, M Cook, C Harding, R Reading, R Trivett, A Wright, A Brittain, A Cartwright, A Forsyth (Clerk). Borough Councillor K Morrell, County Councillor Ivan Ould. APOLOGIES: Councillors: A Hampshire, G Robinson. The meeting began at 7.32 p.m. ACTION 1336: WELCOME AND APOLOGIES FOR ABSENCE: The Chairman welcomed everyone to the meeting. Apologies had been tendered from Cllrs Robinson and Hampshire, their apologies were accepted. 1337: DECLARATIONS OF INTEREST: There were none. 1338: PUBLIC QUESTION TIME: There were no members of the public present. 1339: APPROVAL AND SIGNING OF MINUTES: The minutes of the council meeting held on 13th July were agreed and signed as correct. 1340: COUNTY COUNCILLOR REPORT: Cllr Ould reported: • Victim First is a free, independent, and confidential service provided by the Police and Crime Commissioner and delivered by Catch22. Anyone affected by crime or anti-social behaviour can take advantage of: · Emotional support to cope and recover from crime · Information and advice · Access to (and co-ordination of) wider specialist support · Advice on crime prevention · Practical support such as a personal alarm or window/door alarm · On-site Mental Health nurse · Restorative justice The Freephone No is 0800 953 9595 E Mail by self-referral www.victimfirst.org or using the Secure mailbox [email protected] • Leicestershire Safer Communities Board is a partnership organisation made up the Borough and District Community Safety Partnerships, the Police, the Fire Service, the Police and Crime Commissioner, the Clinical Commissioning Groups, and the County Council; it has authorised for the Police 101 system to be revised, with staff currently being trained to present the Service in a more effective way. A new digital platform is being developed, expected to be available from the New Year, to cut out a lot of the current waiting time, and to enable victims to track the police progress in dealing with a reported crime. • Unacceptable delays in ambulance response times to emergency situations within the local villages have been discussed with East Midlands Ambulance Service (EMAS). If you have a similar experience, it has been agreed that individuals in the first instance should complain to EMAS about any problems over ambulance attendance but at the same time copy Councillor Ivan Ould in. Compliments or complaints can be telephoned in on 0333 012 4216 (local rate), or e-mailed to [email protected]. • Cllr Ould is also questioning why so many negative ambulance response incidents have occurred in such a small location within the Division, and will be asking the West Leicestershire Clinical Commissioning Group how it monitors the effectiveness of its contract with EMAS The Ambulance Service has new criteria for call out time. All welcome. • Hinckley & Bosworth Borough Council (HBBC) has 5.75 years of projected housing supply against the target of 5 years. This is dependent upon the Barwell and Earl Shilton SUEs. • Parish Community Initiative Fund will open in October to aid local projects. Contact Paul Scragg at HBBC if you wish to apply for 60% funding of a local project or group. • The Chairman thanked Cllr Morrell and HBBC for their support for the Parish Council’s projects at St Michael and All Angel’s Church, Fenny Drayton and Kennel Lane, Witherley. 1342: CRIME UPDATE: Report from Cllr Robinson was previously circulated. • 13/26 July a vehicle was stolen from Witherley Football Club. • 24th August an attempted burglary on Drayton Lane, Fenny Drayton. • 27th August a burglary from a shed in Hunters Lane, Fenny Drayton. • 28th August an attempted burglary from a workshop on Atherstone Rd, Fenny Drayton. 1343: CORRESPONDENCE: • Phone call from Fenny Drayton resident regarding trees in playing field encroaching garden. Clerk • Email from resident Fenny Drayton resident regarding the low tree boughs in the playing Clerk field. th • Request from Holcaust Memorial Day Trust for the Parish to hold an event on 27 January All 2018. If this is of interest to you please contact your local Parish Councillor. • Email from HBBC regarding the Section 106 funds from Old Forge Rd development. Clerk • Email from Environment Agency allowing the removal of vegetation from Witherley Brook. Witherley All residents who are able and willing to help should contact their local Parish Councillor. Councillors • Audit report from external auditors. • Emails and phone calls regarding the Fenny Drayton pavement blocked by contractors’ Clerk vehicles. 1344: PLANNING APPLICATIONS: Clerk • 17/00426 49 Fox’s Covert, Fenny Drayton – porch extension and new roof. No objections. • 15/00441 Chapel Lane development, revised site plan – objections re non-viability of proposed car parking for the Parish Room. • 17/00776 Kennel Lane hedge – objections raised against the principal behind the application and statements contained in it. • 17/00809 Removal of conditions 2, 4 and 5 of 15/00639. No objections. 1345: CLERK UPDATE: th Atterton: Reported fretting of A444, it was surveyed 6 September by Leicestershire Highways. • Requested street lamps be re-installed with yellow type light instead of white LED. This is not in line with Leicestershire County Council’s energy saving policy. • Superfast Broadband requested to Leicestershire Superfast Broadband team. Engineers were th in the village on 16 August. Cabinet should be built by end of December 2017, and access to superfast speeds available end of January 2018 if there are no delays. Fenny Drayton: • Enforcement Officer dealing with lack of hedge at 2 Drayton Lane. • Dangerous parking on Drayton Lane by contractors reported to police ref: 423 14092017. • Repair of road sign at A444 and Fenn Lane completed. • Road sign at A444 and Old Forge Rd still waiting repair. Agreed to delay purchase until the Spring. • Abandoned signage in hedgerows and verges should be collected by various Highways England contractors. Ratcliffe Culey: • Tree and shrub debris in playing field removed to allow grass cutting. • Email from resident raising issue of conifer at Sketchley Lane obscuring street light. • Email from resident raising footpath sign is obscured by hedge. • Leicestershire Superfast Broadband team advise Ratcliffe (Atherstone Cab 22) blocked duct should be cleared by end of September and the fibre work by end of October. • Sketchley Lane footpath, the LCC Officer to action September. • Ratcliffe House Lane footpath to cost approximately £3,000 to downgrade from BOTAT to Bridle way. Witherley: • Witherley Brook – permission from Environment Agency to clear the brook in line with Riperian Ownership responsibilities and limitations. Clerk • Hedge at the Edge to be cut back. Clerk contacting resident. • Mythe Lane and Hall Lane junction resurfacing on the schedule with LCC Highways. Parish: Neighbourhood Development Plan begun – see agenda item. 1346: FENNY DRAYTON CHURCH PROJECT EXPENDITURE: Previously the Council had allocated £3,000 in reserves, however due to a lower quote being submitted the 60% contribution from the Parish Community Initiative Fund (PCIF) is less than figures based on the quote from the preferred Clerk supplier. Council agreed to authorise the increased Council expenditure of £4,820. 1347: KENNEL LANE, WITHERLEY FOOTPATH PROJECT EXPENDITURE: Previously the Council had allocated £12,600 in reserves, however due to a lower quote being submitted the 60% contribution from the Parish Community Initiative Fund (PCIF) is less than figures based on the quote previously. Clerk Council agreed to authorise the spend of £2,880. The total Parish Council’s expense for the two projects is £7,700 and benefit from a saving on the allocated budget by £7,900. There will be expenditure required for the permits to allow the work to be carried out alongside the Highway which could be as much as £1,000 (to be confirmed). Council agreed to authorise these costs to allow the projects to begin. Clerk 1348: REPORTS FROM THE VILLAGES: ATTERTON: • Lamps in village have had adjustments to the beam angles, but this appears to have had little impact upon the spread of light. FENNY DRAYTON: • Drayton Lane bank needs cutting, Clerk to report • Jitty next to 2 George Fox Lane – hedge requires trimming back, Clerk to report. Clerk • Request to move the VAS to George Fox Lane. Clerk • HBBC Enforcement Officer dealing with the removal of the fence at 2 Drayton Lane. Cllr Simpson • Goal posts in playing field broken. Cllr Simpson proposed the Council to buy new goal posts for Fenny Drayton playing field, seconded by Cllr Cook. Clerk to order. • Cllr Cook will meet contractor and Fenny Drayton PCC to discuss the parking project.
